BIR Nett wants to enter into a framework agreement for the development and delivery of an automated vacuum waste collection system for BIR's owner municipalities. The automated vacuum waste collection system [Bossnett] is defined as new pipe-based waste collection systems with high reliability and accessibility.
The contracting authority intends to enter into a framework agreement with 2-4 to tenderers.
Assignments that may be included in the framework agreement are innovation and development of systems, engineering design service for systems, delivery/installation of the systems as well as periodic service and maintenance thereof. Whether the tenderer shall also operate the automated vacuum waste collection system's networks included in the framework agreement shall be stated in the individual mini competitions, based on BIR Net's needs.

Exclusive option for BIR Nett to activate the option for 2 + 2 years. The maximum contract period is until the end of 2029.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

The tenderers must have their tax and VAT payments in order.

The tenderer must be a legally established company.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to execute the assignments included in the framework agreement. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

Tenderers must have very good experience from comparable assignments. Comparable assignments are in this context defined as engineering design, delivery and installation as well as operation of the stationary automated vacuum waste collection systems for collecting minimum 2 types of waste. The deliveries must be in operation in order to be included in the assessment.

The tenderer must have an adequate quality assurance system for the services that are provided.

The tenderer must have an adequate environmental management system for the services that are provided.

The maximum contract period is to the end of 2029. If BIR Nett activates an option for extending the framework agreement period, it shall be activated among all suppliers in the framework agreement.
