Evaluation of the Third Party Branch Programme — 'Learn Your Whole Life'

The third party branch programme is a measure within the competence reform 'Learn Your Whole Life'. The programme is aimed at the municipal health and care sector and the industry and construction trade respectively. The evaluation assignment will follow the development in the programme and the implementation of the pilots, and assess to what degree the programme has succeeded in reaching its goals in the intention contracts.

— assessment of the programme's design and set-up against the requirements that the programme must meet,
— assessment of goal achievement for the programme in general and for the individual projects, as well as identify elements and conditions that are vital for reaching the goals,
— assessment of cooperating parties' (employers' organisations, the Norwegian state, pilot activities and employees) roles against frames and guidelines given in the letters of intent,
— assessment whether the organisation and administration of the general/overall programme have been implemented in an appropriate and effective manner,
— evaluate any transferable value from the programme to other parts of the education system and/or working life (forms of cooperation, services, competence mapping, etc. that this program generates).
Beskrivelse av opsjoner:
If the program is extended after 2020, an option for extending the contract will be given for finalising the report. The extension will also mean that the time spent for the extra work can be invoiced within the same terms and calculations that are used in the submitted price quote from the tenderer. The options are not included in the evaluation of tenders.
