The Ministry of Local Government and Modernisation wants to enter a contract for an overall evaluation of the implementation of the Norwegian municipal and county council elections 2019. The contract can be divided into 2 lots:
Lot 1: The evaluation of the Norwegian Directorate of Elections' services.
The objective of the evaluation is to assess the quality of the services provided by the Norwegian Directorate of Elections to municipalities and counties in relation to the implementation of the electoral process. The evaluation shall be delivered in the form of a report that shall be completed by 15.12.2019.
Lot 2: Surveys regarding the implementation of the electoral process:
The objective of the survey is to obtain statistics related to how the municipalities and counties implemented the Norwegian municipal and county council elections 2019.

The objective of the survey is to obtain statistics related to how the municipalities and counties implemented the Norwegian municipal and county council elections 2019.

Lot 2: Surveys regarding the implementation of the electoral process.
The information shall be obtained via a survey for person(s) responsible for the electoral process in municipalities and counties. The survey shall identify central elements related to the experienced quality of the Norwegian Directorate of Elections' services to the municipalities and counties in relation to the Norwegian municipal and county council elections 2019.

An adequate number of respondents must be interviewed in order to further illuminate the most central elements in the survey.
The survey shall also generate statistics related to specific main elements in how the municipalities and counties implemented the Norwegian municipal and county council elections 2019, including experience with the chosen solutions.
Previous surveys regarding implementation of elections shall form the basis for the preparation of the survey in order to ensure the possibility for collecting time series data.
The assignment can be briefly summarised as:
1) The preparation of a survey/interview guide;
2) The implementation of surveys/interviews;
3) The compilation of results from the surveys/interviews;
4) The preparation of a summary and analyses of the results of the surveys/interviews in a separate report. The analysis must emphasise trends and changes from previous elections.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirements: the tenderer shall be a legally established company.
Documentation:
Norwegian tenderers: company registration certificate.
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: paid taxes and duties.
Documentation:
Documentation: a certificate, not older than 6 months, which verifies that the tenderer has fulfilled his taxes, social security contributions and VAT payment obligations.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
A credit rating with key figures from a recognised credit assessment company, or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Requirement: tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: a description of the tenderer´s 3 most relevant assignments in the last 3 years, together with information on the contracts´ value, date of delivery or execution and the name of the recipient. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
