The assignment concerns an evaluation of selected measures that are to be tested through the grant scheme “grants for the development of municipal integration measures” in 2019, with options for:
(i) piloting and
(ii) further systematic testing.
The assignment will provide knowledge on the measures that are tested in the new grant scheme, and give an assessment of whether the tested measures and methods are of national interest and can have a transferable value to other municipalities. The evaluations that are carried out in phase 1 will form the basis for any later piloting and systematic testing, with a measurement of effects.

The assignment is divided into phases.
Phase 1 (main assignment):
Evaluation of selected measures that are to be tested through “grants for the development of municipal integration measures” in 2019. The assignment includes an assessment of whether the evaluated measures have national interest and a transferable value to other municipalities, and are, therefore, suitable for further development as regards piloting and further systematic testing.

Phase 2 (option 1):
Piloting phase: The tenderer is to ensure that the measures are both feasible and scalable for larger testing, through qualitative piloting.
Phase 3 (option 2):
Testing phase: The testing phase means systematic testing of the measures, and an effect and process evaluation. This phase will give us knowledge on how far the measures are working and in what way.
A detailed description of the delivery and the options is in Appendix 1 of the contract.
Beskrivelse av opsjoner:
The contracting authority has a right to take up 2 options.
— Option 1: Piloting selected measures (phase 2),
— Option 2: Systematic testing of selected measures (phase 3).
The contracting authority must take up option 1 by 31.12 2020 at the latest, and option 2 by 30.4.2022 at the latest. If the completion of phase 1 is delayed, the deadlines will be postponed proportionally.
