Sub-contract 1 will cover the Contracting Authority's need for equipment and collection systems for waste, so that source sorting can occur in our buildings (service buildings, commercial buildings and large residential sites).
The following products and systems are included in sub-contract 1:
— waste containers for source sorting in inside public/communal areas,
— waste containers for source sorting in outside public/communal areas,
— office sorters, e.g., for classrooms
— simple waste/collection systems, e.g., for nurseries, school kitchens/kitchnettes,
— collection systems for waste management in kitchens and industrial households,
— collection units for other types of waste (e.g., deposit bottles, EE-waste, medical waste, etc.),
— equipment for the temporary storage of hazardous waste,
— labelling system for waste containers,
— sorting trolleys,
— equipment, parts and accessories,
— unpacking, assembly and placement of waste/collection systems,
— the list is not exhaustive.

Requirement 2 — company registration certificate
Tenderers must be a legally established company.
Documentation requirement:
Norwegian tenderers: company registration certificate
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement 3 — Economy
The tenderer is required to be financially solvent, which gives the Contracting Authority the security that the tenderer will be financially viable throughout the period of the agreement.
A creditworthiness of A (creditworthy) is required to be eligible for this competition. Tenderers with a lower rating will be rejected.
Documentation requirement:
Extended credit rating/report, not older than 3 months, from a publicly certified credit appraisal company, which includes a credit rating of the tenderer — typically given by a letter or short text, as well as an explanation of this. The report must be based on the last known fiscal figures. The date must be clear.

If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove the economic and financial position with any other document that the Contracting Authority deems suitable.

Teknisk og faglig kapasitet:
Requirement 4 — implementation ability:
Tenderers are required to have an organisation that has the capacity to fulfil the contract, including efficiency and reliability as regards the assembly work.
Fulfilment of the contract menas both large orders and individual supplements, as described in Annex 1 'Requirements Specification'.
Documentation requirement:
An account of the tenderer's technical personnel or technical units that the tenderer has access to for fulfilment of the contract (including assembly work), regardless of whether they belong to the company or not.
Requirement 5 — experience:
Good experience is required from equivalent assignments.
Equivalent assignments means longer contract terms for the delivery of equipment for source sorting and waste management to customers with a similar order volume as that described by the Contracting Authority.
Reference overview of the tenderer's 3-5 most relevant assignments during the last 3 years, including information on the name of the customer/Contracting Authority, the contract value, dates for delivery, description of the tenderer's content, as well as name and contact information at the client.

Requirement 6 – quality management system:
A good and well-functioning quality management system is required for the requested services.
The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.
Documentation requirement: Certificate and/or an account.
An account of the tenderer's quality management system
and/or
A copy of a quality management certificate in accordance with ISO 9001:2015 or equivalent.
Requirement 7 – environment management system:
Systems and procedures are required that ensure low environmental impact when performing the delivery.
The environmental management system must i.a. ensure continual improvement of:
The organisation’s competence in environment and safety
The service's impact on the climate
Procedures and measures to limit the environmental impact of the delivery, including, amongst other things, transport, handling packaging and training personnel, etc.
An account of the tenderer's environmental management system.
And/or
A copy of certificates for the environmental management system in accordance with ISO ISO 14001:2015, Miljøfyrtårn [Eco-lighthouse], EMAS or equivalent schemes.
