Os kommune

Os municipality shall construct a 2-parallel primary school in two floors with a gross area of 6 800 m. The new building shall be constructed in solid wood and shall i.a. contain various class rooms and group rooms, locker rooms, gymnasium, various administration areas as well as an open area in two levels containing a canteen.
Outdoor works must also be executed. Areas on and around the new building must also be prepared as part of the contract. The Ministry of Culture and the Norwegian Football Federation's instruction manuals regarding planning, construction and operation shall form the basis for the project. This applies to the outdoor areas and the football pitch.

5.4) Suitability:
Requirements (Chapter 2.1): tenderers shall be registered in a trade index or a company register.

A certificate of company registration must be submitted, or an equivalent certificate as determined by the laws of the country where the tenderer is established.

Credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information and must not be more than 6 months from the deadline for receipt of tenders. The entire credit rating report must be submitted, and it must contain key figures for the last 3 financial years.

Teknisk og faglig kapasitet:
5.6) Technical and professional qualifications:
Requirement (Chapter 4.1): good competence and experience from assignments of an equivalent nature, scope and complexity.
Documentation requirement:
An overview of relevant and comparable assignments carried out during the last 5 years, together with testimonials of satisfactory execution of the most important works. Overview and testimonials shall state the value, dates and place the work was performed and indicate whether the works were professionally executed and properly completed. Reference persons must be provided, and Os kommune is given full authority to contact them.

Information about education and professional qualifications of the tenderer and the tenderer´s administrative management, competence matrix/organisational chart.
Documentation verifying that the tenderer complies with the qualification requirement for right to accept responsibility for the necessary enterprise classification in accordance with the TEK standards for the relevant contract.
Requirement (Chapter 4.2): Sufficient capacity to implement the assignment.
A description of the tenderer's average workforce and the number of employees in the administrative management during the last three years (can be the same document as the competence matrix).
Requirements (Chapter 4.3) Good competence and experience from assignments of a similar nature, size and complexity.
5.7) Quality assurance and environmental management standards:
Requirement (Chapter 4.4.): A satisfactorily quality assurance system.
Certificate for the company's quality system/management system issued by independent bodies which certify that the supplier fulfils certain quality assurance standards, for example ISO 9001:2008
The Contracting Authority will also accept any other documentation showing that the tenderer has established equivalent quality assurance measures. cf. the Public Procurement Regulations § 16-7 (1) cf. (3).
Requirements (chapter 4.5): a satisfactorily environmental management system.
Certificate for the company’s environmental management system or environmental management standards, issued by independent bodies, for example ISO 14001, EMAS. The Contracting Authority will also accept any other documentation showing that the tenderer has established equivalent quality assurance measures. cf. the Public Procurement Regulations § 16-7 (2) cf. (3).
