Engineering Design Manager P2078

The Norwegian Defence Estates Agency

The Norwegian Defence Estates Agency invites tenderers to register for participation in a tender contest with negotiations (a 2-stage procedure) for the following services/project: ‘Prosjekteringsleder P2078’.
The tender contest shall result in a contract with an Engineering design manager (henceforth referred to as PRL) who must administer and manage the engineering design service for the services/project P2078. PRL shall have a central role as a link between the hired design group with a workplace in Bergen, and the contracting authority.
The contest concerns a contract above the EEA threshold values given in the Regulation on defence and security procurement (FOSA) § 2-2, and the rules in the Regulations' Parts I) and II).
The tender documentation is expected to be submitted during week 43. Only tenderers who are invited to submit tenders are receiving the documentation.

Since the engineering design manager must handle security graded information, the permanent work location must be at the contracting authority's 3 available premises in Bergen, the Bardufoss region, and the Oslo region. The provider can choose one of these locations as a permanent workplace. Please note that the provider's man-hour rates shall include any travelling time to the permanent workplace.

The provider can expect that approx. 50 % of the assignment can be executed from the chosen workplace. The provider must also expect that approx. 25 % of the assignment shall be executed in the Bergen region, whereas approx. 20 % of the assignment shall be executed in the Bardufoss region. Additional official travels must also be expected. The costs for travels to Bergen and Bardufoss are reflected in the tender documentation's price sheet. As a matter of form, we inform the tenderers that the given figures are estimates and that alterations can be expected.

Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers shall be a legally established company.

Documentation requirement: foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Requirement: the tenderer must meet the requirements of Norwegian legislation with regard to health, safety and the environment.

Documentation requirement: HSE self-declaration filled out and signed.

Requirement: tenderers shall have their tax and duty payments in order (only for Norwegian tenderers).

Documentation requirement: tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no

The certificate must not be more than 6 months from the tender deadline.

Økonomisk og finansiell stilling:

Documentation requirement: credit assessment of the tenderer, not older than 6 months from the deadline for receipt of applications. The credit rating shall contain an assessment of the tenderer’s payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the controlling company), equivalent credit assessment for this company must be submitted. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Requirement: tenderers must have the financial capacity to carry out the assignment/contract.

Documentation requirement: presentation of the fiscal figures from the last available annual financial statements, showing the tenderer's turnover (not required if the accounts' key figures are shown in the credit rating).

Teknisk og faglig kapasitet:

Requirement: tenderers must have good competence from assignments of an equivalent nature, scope and complexity.

Documentation requirement: a list of the most important assignments related to engineering design management (limited to the last 10 years).

The tenderer shall complete the attached excel sheet, see Annex 6 (a separate electronic file). The tenderers shall not submit their own reference lists, but use only the Norwegian Defence Estates Agency’s excel sheet.

Requirement: the tenderer must have the financial capacity to fulfil the contract/assignment.

Documentation requirement: a description of the total number of personnel the tenderer has at his disposal for fulfilment of the contract.

The tenderer must use Annex 5 in the tender documentation.
