The Norwegian Defence Estates Agency

The Norwegian Defence Estates Agency shall enter into a framework agreement for external engineering design services for the project ‘Etablering av Finnmark landforsvar’ [‘the Establishment of Finnmark land defence forces’].
The project Etablering av Finnmark landforsvar includes the establishment of a complete Cavalry battalion for the Garrison of Porsanger (Porsangermoen, GP). The battalion shall contribute to development of the land force's position further in allied joint operations and have the ability to lead long-range fire. The establishment results in a need for considerable investments related to new building works and renovation of the existing property, buildings and plants. The investments are in the range of 1 5 000 000 NOK.
The framework agreement for engineering design resources shall be used for preliminary projects, detailed engineering design, follow-up in the construction phase and as needed for reports and other relevant services connected to this project.
The framework agreement period is up to 7 years. The estimated value of framework agreement is 50 000 000 NOK for the entire agreement period.
The provider must expect that assignments shall be executed in the provider's own premises and the provider is hereby notified that there will be requirements for the premises for storing and/or making security graded information.
The tender documentation is estimated to be ready for publication during weeks 1.2.2020. Only the suppliers who are invited to submit tender offers will receive the tender documentation.

Requirement: tenderers shall be a legally established company.
Documentation requirement: foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Requirement: the tenderer must meet the requirements of Norwegian legislation with regard to health, safety and the environment. Documentation requirement: HSE self-declaration filled out and signed.
Requirement: tenderers shall have their tax and duty payments in order.

Documentation requirement: credit assessment of the tenderer, not older than 6 months from the deadline for receipt of applications. The credit rating shall contain an assessment of the tenderer’s payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the controlling company), equivalent credit assessment for this company must be submitted. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Documentation requirement: presentation of the fiscal figures from the last available annual financial statements, showing the tenderer's turnover (Not required if the accounts' key figures are shown in the credit rating).
Teknisk og faglig kapasitet:
Requirement: the tenderer (as a company) shall have good competence in engineering design of buildings/installations/industry of equivalent scope and complexity.
Documentation requirement: a list of the 5 most important deliveries or services performed (limited to the last 5 years). The list should highlight the tenderer's role in the reference project, along with the value, dates and the name of the public or private recipient. The tenderer shall complete the attached excel sheet, see Annex 6 (separate electronic file).

The tenderers shall not submit their own reference lists, but use only the Norwegian Defence Estates Agency’s excel sheet.
Requirement: the tenderer must have the financial capacity to comply with the contractual obligations.
Documentation requirement: the tenderer must inform of the number of personnel available, either by own employees or by engaging employees at the sub-providers, for the following disciplines:
Consulting engineer, construction technique (RIB), consulting engineer, HVAC including sanitary installations (RIV), consulting engineer, electrical installations (RIE), architect (ARK), water and waste water engineer (RIVA), automatic/centralised operational control (SD), consulting engineer, fire-proofing (RIBRANN).
