Vestre Viken Health Trust will procure a technical system for digital follow-up of patients outside the hospital.

The specialist health service is experiencing increasing demand — sustainable development requires new ideas about the way health services are provided. The health trust would like to test new ways of working that involve monitoring patients without requiring them to be physically present at the hospital. The Contracting Authority also wants tender offers that as far as possible are governed by the patient's needs, where the service offered can be adapted to increase accessibility and flexibility of the monitoring. The requested solution will broaden the basis for medical distance monitoring, and where the need now primarily is functionality for communication with and reporting from patients outside the hospital.

In order to realise this measure, the health trust depends on a technical system that facilitates digital communication between patients and clinics, and which can improve the work processes with clinical decision support. The solution must be able to establish, send out, receive and interpret electronic tasks/forms and manage sensitive personal data with secure log on and storage. It must also be able to handle regulated monitoring initiated by the system or health personnel, and the patient must be able to initiate contact when the need arises. The system must be able to generate reports that show status and development/trends, both per patient and for groups of patients.

The health Authority wants to support the ambition that the resident should have one entry point to the health service, and it is therefore necessary that the solution can be integrated with the have one entrance to the health service, and it is therefore necessary that the solution can be integrated with the resident portal, Helsenorge.no

It must also be able to function as a stand-alone system without integration with the resident portal. In the long term, the clear ambition is that the requested system is integrated with trade systems so that the flow is managed from the clinics' primary work tool.

The procurement is part of a minor innovation project where the goal is to test a system for digital follow-up of patients with epilepsy. If experience from this project shows that this is a way to get the job done that ought to be spread to other patient groups and professional areas, the trust would like to facilitate this. However both the scope and frameworks for the innovation project are limited, and the primary goal of the procurement is to get a system in place quickly that can be tested out in a small scale. The entire innovation project will be implemented in 2019, thus the need must be met through existing systems (no time for further development of the offered system to meet the listed requirements).

Annual automatic renewal for one year at a time, unless the Contracting Authority gives 3 months notice on the contract before the renewal date.

Tenderers must have good ability and capacity to be able to fulfil the contract obligations.

Documentation:

The Contracting Authority will consider the tenderer’s experience with deliveries of the products included in the contract.

Documentation requirements:

An overview of the primary and most relevant deliveries that the tenderer has carried out in the last 3 years, together with information on the contract value, dates for delivery or implementation and the name of the recipient.

A description of the tenderer's average annual workforce and the number of employees in management over the last 3 years.

A description of the proportion of the contract that can be assigned to sub-providers.
