Bergen kommune

Bergen kommune ved etat for bygg og eiendom (EBE) [Bergen municipality c/o the Agency for Buildings and Properties] has a need for goods and services within the area of locks, fittings and access controls.
2 framework agreements will be entered into (lots), based on a geographic distribution of assignment in the following districts:
— Lot 1: Fana, Ytrebygda, Laksevåg and Fyllingsdalen,
— Lot 2: Bergenhus, Årstad, Åsane and Arna.
The procurement will cover the need for products and services in connection with maintenance of already installed equipment and new installations connected with the buildings that are managed by EVE (the Agency for Buildings and Property) and EBF (the Agency for Housing Administration). On a smaller scale, other city council departments will also be able to purchase products and services through this contract.

Registered in a trade register or company register.
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in Annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for the qualification requirements
Tenderers must be a legally established company.
Documentation: tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will inspect the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length.
Documentation for Norwegian tenderers: the contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com) and can obtain further information from the Brønnøysund Register Centre. Teknisk og faglig kapasitet:
The tenderer must have adequate competence and professional qualifications for managing and quality assuring the assignment. Documentation: the tenderer must attach an overview of the experience and professional qualifications hold by managerial group and/or key personnel that are responsible for the assignment.

Tenderers must have substantial and relevant experience. The experience must be from assignments of an equivalent complexity as the services requested in this contest.
Documentation requirement: relevant experience is to be documented by stating a minimum of three (3) and a maximum of five (5) reference projects from the last three (3) years. Information on this point is to be given in Mercell. Only the first 5 projects will be assessed if more than 5 reference projects are listed.

The contracting authority requires tenderers to have procedures and systems for quality management.
Documentation (to be provided in the following ways): description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, managements' responsibility, the manufacturing process and continual analysis and improvement. If a tenderer has valid ISO 9001 certification, this certificate will be accepted as documentation of fulfilment of the qualification requirement.

The assignment requires tenderers who have procedures and systems that ensure that the execution of the delivery has a low environmental impact.
Documentation: description of the company's procedures and systems for ensuring low environmental impact when carrying out the delivery. If the tenderer can present certificates from independent bodies, documenting an established and satisfactory environmental management system, such certificates would be accepted as documentation of fulfilment of the requirement. For example, the requirement will be fulfilled if the tenderer holds valid ISO 14001, Eco-Lighthouse, EMAS or other equivalent third party certification.
