EEA 022-2019 Framework agreement for smoke diving equipment - competition

Bergen kommune

Bergen Municipality, c/o Bergen Fire Service needs to procure approx. 130 sets of smoke diving equipment over a period of up to four years. At the same time, a service contract will be signed for necessary inspection/checks, maintenance and repairs, as well as access to spare parts after the guarantee period expires.
In addition an option is wanted for a further approx. 30 - 50 equivalent smoke diving sets for our collaboration municipalities, which are Vaksdal Municipality, Osterøy Municipality and Samnanger Municipality.

Bergen Municipality, c/o Bergen Fire Service needs to procure up to 130 sets of smoke diving equipment over a period of up to four years. The equipment is a complete smoke diving set, except the bottle. This must consist of a mask, regulator, and back frame, with the accompanying hoses, valves and pressure gauge/bodyguard. In addition up to 2 test benches are required for checking the equipment.

Bergen Fire Service will consider to start using a digital telemetry system during the contract period. The delivered equipment must therefore be compatible with this.
Service must be provided during the contract on the delivered equipment, comprising of the necessary inspection/checks, maintenance and repairs, as well as access to spare parts for up to 10 years after the guarantee period expires.
Varighet: 24 måneder
Beskrivelse av fornyelser:
Up to for a further 2 years, total maximum 4 years. The contracting authority can choose to extend the contract several times, for e.g. for 1 year at a time.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for the qualification requirements
Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will inspect the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Minimum requirements for the qualification requirements
1) Experience requirement: Tenderers must have good and relevant experience. The experience must be from deliveries of an equivalent complexity as the delivery requested in this contest. Documentation requirement: Relevant experience is to be documented by stating a minimum of three (3) and a maximum of five (5) reference projects from the last three (3) years. Information on this point is to be given in Mercell. Only the first five projects will be assessed if more than 5 reference projects are listed.

2) Technical resources and capacity requirements: Tenderers are required to have sufficient technical resources and the capacity to fulfil the assignment in accordance with the contracting authority's needs. Documentation: Tenderers must attach an overview of personnel with relevant technical/specialist competence for the fulfilment of this delivery. The contracting authority requires an overview of personnel who can carry out service, repairs and training in the use of the equipment. The overview must include the person's professional qualifications, experience and how the person will be used in the delivery. All the stated resources must have sufficient capacity in the contract period to be used as described.

3) Quality management system requirement: Tenderers are required to have routines and systems for quality management. Documentation: Tenderers must submit certificates from independent recognised bodies that document a satisfactory quality management system. A valid ISO 9001 certificate, for example, will be accepted as fulfilment of the requirement. The company's own quality management system can also fulfil the requirement, even if it is not third party certified.
