Bergen kommune

The aim of the procurement is to cover Bergen Municipality's need for initiatives for children and youths who, due to conditions at home, or for other reasons, have a particular need for follow-up that is not covered by the municipality's own initiatives. The problems can be, for example, connected to neglect at home, substance abuse, violence problems, and/or mental difficulties. Each child/youth can have separate problems that can be expressed in relationship and/or communication difficulties, and/or a varying degree of behavioural difficulties and mental difficulties. There will mainly be a compound need for help, where the difficulties often turn out to be in several settings at the same time (home, school, leisure time, socially). The procurement will, therefore, apply for milieu therapeutical means of support, hourly respite as well as weekend and holiday respite for children and youths with particular needs.
Bergen Municipality is otherwise working on developing a separate initiative apparatus that could affect the need for services.

Each individual's need for support will be assessed by the child welfare service in accordance with the Child Welfare Services Act dated 17 July 1992 (the Child Protection Act) § 4-4, second section, § 4.6, § 4-12, or by the Management Department in accordance with the Health and Care Services Act § 3.2 and § 3.6 point 2.

The child welfare service is the contracting authority and prepares an initiative plan for each child for initiatives in accordance with the Child Protection Act. The approved number of hours are to used in their entirety for direct contact with the child/youth. All communication on the content of the initiative plan with the child and the child's parents must be carried out by the child welfare service. The child welfare service will be responsible for the updating and evaluating the initiative plan.

Child and family help is the contracting authority for services provided after a decision in accordance with the Health and Care Services Act for children and youths who have psychiatric diagnoses. Decisions are made by the Management Department. The approved number of hours are to used in their entirety for direct contact with the child/youth. Child and family help follows-up and evaluates needs, initiatives and changes - mainly in a separate initiative plan prepared in cooperation with the contracting authority, the child/youth, guardians and executor. In some cases there will be some administrative work in addition to the given number of hours.

As a starting point, relevant higher professional education is required. Some of the assignments will require increased competence within mental health work.
Tenders are to be submitted for:
Flexible milieu therapeutic initiatives that can run goal orientated/methodical work with children and youths who live at home and their families who have problems connected to acting-out/drugs and alcohol/criminality and mental health problems. The initiatives must be adapted to each child's needs. The need for help will be calculated as the number of hours per week. The number of hours per week can vary and it is a prerequisite that they are used in direct contact with the child/youth. Weekend respite is to be priced according to 24-hour rates.
