Bergen kommune

The Framework Agreements concern the purchase, delivery and installation (to the degree that this is relevant) of medical equipment. Necessary training in the use of the products is part of the Framework Agreements. Delivery installation and training must be included in the prices, except from parts of Lot 2, where there are individual prices for installation of ceiling racks and ceiling lifts.
The competition is divided into 3 lots:
1) Beds, bedside tables, mattresses, doonas and pillows;
2) Person lifts and ceiling lifts;
3) Hygiene equipment, manual transport chair and accessories, wheeled walkers, pulpits, person scales, medication carts and other medication storage, etc.
For Lot 2, person lifts and ceiling lifts, project purchasing will be over 150 000 NOK, so it will be possible for the contracting authority to announce a separate competition.
The Framework Agreement will first and foremost be utilised by the nursing homes, but will be available to the entire municipality.

Beskrivelse av fornyelser:
The Contracting Authority has an option to extend the contract for a further 2 years, to a total maximum 4 years.
The Contracting Authority can choose to take up the option for 2 years in several stages, e.g. for 1 year at a time.
Any extension must take place with a minimum of 2 months written notice before the expiry of the contract period.

Tenderers must be a legally established company.
Documentation: tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The Contracting Authority will inspect the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the abovementioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

The tenderer must actively work and have a system so that goods and services that are delivered according to this contract must be produced and distributed under conditions that are in consistent with Point 6.12 of the contract, responsible business practice in the supplier chains.

1) Upper management has adopted one or more guidelines that obligate the company to respect the basic terms as stated in Point 6.12 of the contract. In the event of minor deficiencies in the current policy, the Contracting Authority can accept the deficiency being filled within three months of the contract being signed. Code of conduct or equivalent must be presented;

2) Tenderers have conveyed their obligations to subcontractors the tenderer buys directly from, and to any agents/importers the goods/services are managed through. This applies for good/services included in this tender. A copy of letters/emails or other overview/description demonstrating such communication must be presented;

3) Tenderers have developed organisation charts showing internal responsibility distribution in order to adhere to the basic terms as stated in Point 6.12 of the contract. Organisation charts with responsibility distribution must be presented on request. The assignment requires tenderers to have quality management systems.

Documentation (to be provided in one of the following ways): description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, managements' responsibility, and continuous analysis and improvement. If the tenderer holds an ISO 9001:2008 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement. The assignment requires tenderers who have procedures and systems that ensure that the execution of the delivery has a low environmental impact.
