Bergen Kommune [Bergen Municipality] invites tenderers to participate in a competition for operational assignments, maintenance assignments and renewal assignments related to the municipal owned street lighting installations in Bergen municipality. Bergen municipality currently owns approx. 3 100 street light installations, as well as approx. 6 000 newer LED armatures mounted on non-municipal owned poles or fastening points. The assignments includes, amongst other things, periodic inspections/maintenance, replacement of light sources when required, repair of damage/errors, replacement/installation of street lighting installations, service assignments such as moving masts/cables/street lighting distributions, mounting of meters in street lighting distributions as well as replacement to LED armatures. The tenderer will have function responsibility for some of the assignments.

The assignment also includes administration and planning of work assignments, contingency, documentation, meetings, reporting to the builder and handling other assignments that are necessary for the operation, maintenance and renewal of street lighting installations in Bergen municipality.

Work on the operation of the street light installations will be continual and daily throughout the contract period.
The street lighting installation in Bergen municipality per 15.5.2019 consists of the following: Also see the attached map.

Steel masts/wire suspension: 2 254 units
Wooden posts: 841 units
LED armatures, new in 2018: approx. 6 000 units
LED armatures, new during 2019: approx. 6 000 units
Overhead lines/cables: unknown.
Amplight and CityTouch are used for management and monitoring of the street lighting installation.
Amplight must be converted to CityTouch cabinets. The contractor will have access to operational monitoring of the street lighting installation where established.
The contract includes a large number of standalone street lighting installations/components which are to be regarded as electrical installations (own connection to power supplier) with requirements for control.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in Annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Documentation requirement: companies that are registered in the Norwegian Register of Business Enterprises and the VAT Register do not need to attach documentation. For companies that are not registered in the abovementioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

2) Expanded tax certificate:
As part of the Contracting Authority's activities against work-related criminality, a partnership contract has been signed between the Procurement Section of Bergen municipality and the Chief Municipal Treasurer in Bergen. The agreement regulates issuing of ‘expanded tax certificates’ for service providers to Bergen municipality. As follow up to this contract, Bergen municipality requires that the service providers submit a signed authority giving Bergen municipality the expanded right to collect information (an unlimited number of times) about the service provider's and subcontractor's tax and duties conditions, as stated in the Authority, as well as information about which employees’ salaries have been reported in the a-meldingen [a-report]. When submitting the tender offer, a signed full authority is required to be attached from the main supplier, unless the tenderer relies on other companies to be qualified. If the tenderer must rely on other companies to be qualified in accordance with the Contracting Authority’s qualification requirement, a signed full authorisation must also be submitted from the supporting company/companies when submitting the tender offer, with a copy of ID in the same manner as for the tenderer. Bergen kommune will only obtain information about the tenderer(s) who, after the tender offer evaluation, have been selected as the winner(s) of the competition. If the signed full authority from the tenderer is not enclosed with the tender offer, this will be considered as lack of fulfilment of the requirements set for the tenderer to be able to participate in the competition. Such a lack may result in the tenderer's offer being rejected. This also applies for any companies that the tenderer will use to be qualified. Tenderers must complete Appendix 6 — Signed Letter of Attorney expanded tax certificate. Signed full Authority regarding expanded tax certificate, as well as coloured copies of passport, bank card, drivers license or national ID card (the last named for citizens in EU/EEA/EFTA) for the persons who have signed the full authority. If the tenderer must rely on other companies to be qualified in accordance with the Contracting Authority’s qualification requirement, a signed full authority must also be submitted from the supporting company/companies when submitting the tender offer, with a copy of ID in the same manner as for the tenderer.

Documentation of the registration must be enclosed for the following works: construction and maintenance of other people's electrical, Inspection of other people's electrical installations, repair of electrical equipment, design of electrical installations.

4) Relationship to network owner:
The tenderer must be certified by the local network company to work on their network. Documentation about the agreed access/work permit must be enclosed with the tender.

The company must have satisfactory finances to carry out the assignment.
Documentation requirement: the Contracting Authority will obtain information on the company's economic and financial capacity via Proff Forvalt, (companies that have submitted their accounts to the Brønnøysund Register Company are registered through Proff Forvalt). If the information on Proff Forvalt is not correct, or if supplementary information is required to highlight the company's economic and financial situation, this can be submitted. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Teknisk og faglig kapasitet:
1) The company must have experience from relevant assignments.
Documentation requirement: the company's relevant assignments from the last 5 years, listed in the reference form (attached). In cases where the company does not have the necessary qualifications, but relies on other suppliers to be qualified, equivalent documentation must be submitted for them. In addition, commitment statements must be presented, completed by the subcontractors in the circumstances where tenderers use other service providers to be qualified. 2) Tenderers must have a suitable lift vehicle at their disposal at the commencement of the contract;
3) Quality management system requirement: tenderers must have implemented a quality management system that is satisfactory to safeguard quality of the contract implementation.

Ad 1.: Has the tenderer carried out works of the requested type during the reference period. Documentation: completed reference form.
Ad 2.: Documentation: documentation demonstrating that the tenderer has a suitable lift vehicle at their disposal for the commencement of the contract.
Ad 3.: Documentation requirement: a description of the company's implemented quality management system. Certificates must be submitted for the company's quality management system, issued by independent bodies, confirming that the company meets specific quality management standards, for example ISO 9001. If the company does not have a certificate, other documentation of the company's quality management system must be presented. In such cases, the following must be submitted as a minimum: the system's name and a detailed table of contents:
