Bergen kommune

Bergen Municipality has started to use RPA (Robotic Process Automation) for efficiency and an increased degree of automation of work processes, and developed a Digital Employee, Digifrid. The development work started in 2015/2016 and the municipality's Digital Employee is now responsible for 9 work processes in the municipality, split between different fields. The municipality has worked on proof-of-concept and piloting for the process and analysis work and the establishment of an operational environment. The municipality has relied on assistance from several suppliers in this work.

There is a need to establish an Assistance Contract for the need that Bergen Municipality will have in the future and is, therefore, now holding a competition for consultancy services for RPA technology. Bergen Municipality would like, via this assistance contract, to join up with a cooperation partner so that Bergen Municipality is able to fulfil obligations and expectations connected to the development and administration of the digital employee.

The new contract will include assistance with:

1) Process mapping and process analysis;

2) Development of new and assistance with the further development of existing RPA processes;

3) Assistance with management.

All the processes are developed in the software BluePrism, this must be used for the assignment. Bergen Municipality is responsible for licences. The municipality's established infrastructure must also be used.

The assignment is described in more detail in Annex 1 — The Contracting Authority's Description of the Assistance.

Beskrivelse av fornyelser:

The length of the assistance will support the programme for digital renewal, which will commence in autumn 2018, based on this town council matter. The programme will last for 4 years. The contract can be extended if the programme is extended.

Egnethet til å utøve yrkesvirksomheten:

Requirements: the tenderer shall be a legally established company. Tenderers must be a legally established company.

Documentation requirement: for companies that are registered in the Register of Business Enterprises and registered in the VAT register and can be searched for on brreg.no — it is sufficient that tenderers provide their organisation number as documentation. For companies that are not registered, the tenderer must deliver certificates or confirmation for registration in the branch register or company register as described in the legislation in the country where the tenderer is established (equivalent company registration certificate).

Økonomisk og finansiell stilling:

Requirements: the company's solidity. The tenderer must have sufficient economic and financial capacity to complete the contract.

Documentation: the tenderer can document his economic/financial capacity in the following ways:

— credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information,

— the last year's annual financial statement, including the board's annual report and the auditor's statement. Recently established companies that cannot present approved annual accounts can submit the accounts that have been completed,

— appropriate bank/parent company guarantees and/or relevant liability insurance. The Contracting Authority will regard bank/parent company guarantees or relevant liability insurance as suitable if these documents cover the Contracting Authority's financial risk where the tenderer does not have the financial or economic capacity to fulfil the contract. The Contracting Authority's financial risk means economic loss caused by non-fulfilment of the contract. Parent companies providing guarantees must document that they themselves comply with the requirement for “the company's solidity”.

The tenderer is free to provide other information that can be seen as relevant for the assessment of whether the company's solidity requirement is fulfilled.

The Contracting Authority reserves the right to obtain credit rating reports.

All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Teknisk og faglig kapasitet:

Requirements: implementation ability — personnel. Bergen Municipality would like to enter into an Assistance Contract with tenderers who have top professional competence and a good ability to fulfil the contract in accordance with the Contracting Authority's needs. Tenderers are required, therefore, to have sufficient capacity to be able to complete the task.

Furthermore, Bergen Municipality would like to enter into a contract with a tenderer who has the development of automated work processes (RPA) as a central part of the entity's service offer. Bergen Municipality would like to enter into an Assistance Contract with tenderers who primarily provide consultancy services within this area based on their own employees.

The tenderer's competence profile must show a significant amount of senior competence in the consultants who are relevant for the assignment in Bergen Municipality.

Documentation:

Tenderers must provide an account of:

— how the development of automated work processes (RPA) is a central part of the entity's service offer,

— future plans for the entity related to the assistance assignment, delivery scope and sector (private/public),

— to what degree, and in which disciplines and for what competence the tenderer will rely on sub-suppliers for this assignment.

The documentation can be on up to 2 A4 pages altogether.

In addition, tenderers must complete Annex 1 Capacity and Competence Profile, in accordance with the instructions given in the form.

Requirement: experience from similar assignments. Tenderers are required to have experience from previous similar contracts. The tenderer's experience must be relevant in relation to the competence requirements set for the assistance.

Tenderers must complete Annex 2 — Reference Form, in accordance with the instructions given in the form.
