NRK has an ongoing need for plumbing work including materials. Two parallel framework agreements will be entered into for supplier A and supplier B respectively. The framework agreement will apply for NRK Marienlyst including Eastern Norway. Most of the assignments will be in Marienlyst, Oslo. E scope will depend on the project financing and NRK's needs in the relevant assignment. The projects/assignments will as of today primarily concern smaller reconstructions and cover activities connected with plumbing work in relation to:

— demolition,

— reconstruction,

— new installation,

— renovation,

— modifications,

— ongoing maintenance work,

— option: full-time plumber for Marienlyst A (A supplier).

The contract can be extended for a further 1 year + 1 year. A total maximum of 4 years altogether.

‘Taxes and duties’

Requirement: Norwegian tenderers must have their tax, employer contribution and VAT payments in order.

Documentation requirement: Tax certificate, not older than 6 months. The certificate can be obtained from Altinn.

‘Company registration certificate (organisational and legal position)’

Requirement: the tenderer shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirements: Norwegian companies: Company Registration Certificate. Foreign companies: Documentation verifying the tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established.

‘Economic and financial capacity’

Requirement: the tenderer must have sufficient economic and financial capacity to be able to execute/fulfil the contract. Documentation: A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a licence to conduct this service. The economy is assessed on a comprehensive basis of the following parameters: profit level (preferably above 5 %), liquidity ratio (preferably above 1), solidity (preferably above 20 %) and debt ratio (preferably below 5). If the tenderer relies on a parent company or others, the corresponding figures as well as the declaration of commitment must be submitted.

‘Capacity and professional competence (staffing)’

Requirement: the tenderer must have the capacity and qualification to be able to deliver the requested services for NRK's premises in Oslo and Eastern Norway. The employees’ competence must be able to safeguard that most of NRK's projects are assessed as enterprise classification 3 for extinguishing installations (sprinkler works) and enterprise classification 2 for all other plumbing works. Documentation requirement: tenderers must demonstrate that they have the prerequisites to implement the work and in relation to this must account for the company formation and employee capacity. Any certificate/attestations can be enclosed. Provide a brief description of the company's organisation.

Tenderers must prepare a staffing overview that shows the company's professional competence. Ref. annex K1 Staffing Overview.

A signed commitment statement must be submitted when using cooperating partners. Ref. annex K2 Commitment Statement.

‘Capacity and professional competence (confirmation of execution/design responsibility)’

Requirement: tenderers must have been the executing contractor/turnkey contract with design responsibility.

Documentation requirement: tenderers must confirm that they and any cooperating partners have been the executing contractor/turnkey contract with design responsibility. (Confirm under point 8 Qualification Application Form in the document administrative provisions, or in a separate letter).

‘Relevant reference projects’

Requirement: the tenderer must have relevant experience from reference projects carried out during the last 5 years. Relevant experience primarily means from minor projects regarding construction, maintenance, rehabilitation in the existing buildings with a business that is in operation 24/7. Furthermore, refer to: challenges in terms of noise, dust, flexibility and deadlines.

Documentation requirement: overview of the tenderer's most relevant reference projects during the last 5 years.

— please use the attached form, ref. annex K3 Reference projects during the last 5 years.

— provide between 5 to 10 reference projects during the last 5 years, related to equivalent projects. If the tenderer relies on the partner's expertise to a considerable extend, equivalent references will need to be documented.

— references will be contacted and checked.

— in addition, enclose a general list of selected projects (the last 5 year) in order to show the diversity of the portfolio. Brief list of a maximum two A4 pages.

‘Response time urgent cases’

Requirement: the tenderer must provide a response time of at least 3 hours for emergency cases at locations in Oslo and a response time of at least 3 hours for emergency cases at other locations.

Documentation requirement: tenderer must confirm that the requirement for response time will be upheld at premises in Oslo/other confirmation in annex K4 Response time urgent matters.

‘Security clearance’

Requirement: tenderers must be able to gain safety clearance. In all, it is sufficient that NRK's declaration of confidentiality be signed. Experience wise, this can he sort the jackets and Documentation requirement: tenderers must confirm that they can gain security clearance (confirmed under point 8 form qualification application in the document Administrative Provisions, or in a separate letter).

‘Quality assurance system’

Requirement: the tenderer must have suitable and well functioning quality assurance procedures and control routines.

Documentation requirement: give a brief description of the tenderer's quality assurance system. Copies of any authorised certificates must be enclosed with the quality system description. The system may be supported by enclosed a copy of a quality assurance system that is used in a project.
