Nye Veier (the Contracting Authority) would like tenders for the delivery and implementation of a new system that will function as an installation database for the Contracting Authority's sites.
The intention of the system is to make a stand-alone system that saves and structures geometric and non-geometric information (MOM, etc.), and links this with geometric information in the AIM system connected to the planning, engineering design services for and construction and management of a road stretch.
The object ID, the objects' geometry, and some metadata is in an AIM system, which will be operative in November 2019. The requested system will be used to accumulate data and information, and relate it to the objects based on these objects' ID.
It will be an advantage if the system uses the current AIM system as the graphical user interface for the geometric objects. The system also ought to have a separate user interface that shows a logical (schematic) presentation of the objects at the installation.
The deadline for submitting tenders is 22.11.2019, 12.00.

The user interface in the system must have functionality to save, show and change the connection between physical and non-physical (functional) objects and it must be easy to search amongst them. The system must support both manual input and bulk import of documents in an automatic/semi-automatic modus.

The system can be delivered as a cloud service or installed at the Contracting Authority's server park at the Contracting Authority's operations supplier. If the service is provided as a cloud service, the data must be saved in Norway with documentable access control.

The system will be a joint database (installation database) for data connected to the Contracting Authority's installations. The installation database must interact with the AIM system and it must be clear which system will be the source of (master) information on the objects at the Contracting Authority's installations. Tenderers are encouraged to propose systems.

Varighet: 36 måneder

Økonomisk og finansiell stilling:

Nye Veier will, as part of this evaluation of the tenderer’s finances, carry out credit ratings/an economic analysis of tenderers. Tenderers must enclose a credit rating/economic analysis not more than 6 months old. This must at least show ‘Satisfactory’ or the equivalent and not contain information on advice against credit or other negative conditions.

The credit rating/economic analysis must be based on the last official fiscal figures:

— tenderers must have their tax, employer's national insurance contributions and value-added tax payments in order,

— tenderers must be a legally established company.

Norwegian companies: company registration certificate.

Foreign companies: proof that the company is registered in a trade or a register of business enterprises as prescribed by the law of the country where the tenderer is established.

Minste nivå(er) av standarder:

This must at least show 'Satisfactory' or equivalent, and not contain information on advice against credit or other negative conditions.

Qualification requirements for the technical system.

Tenderers must complete Annex 2.a — the tenderer's response to the contracting authority's requirements specifications.

If 1 of more of the absolute requirements are not fulfilled, the tender will be rejected.

Introduction

Reference is made to your tender in the competition. Based on a total assessment of the received tenders in accordance with the tender competition's award criteria, Nye Veier E6 Trøndelag has decided to award the contract to the following tenderer:

Triona AB was considered to have the most favourable tender in accordance with an overall assessment in terms of the criteria for price, solution description, implementation plan and the competence/experience of the key personnel.

Waiting period

Note that the waiting period cf. the Public Procurement Regulations' § 25-2 (1) is minimum 10 days from the day after this notification is dated.

The waiting period is valid until 24.1.2020 (12.00).

During the waiting period, the tenderers submitting tenders to this competition has an option to present a preliminary injunction that suspend the Contracting Authority's permission to enter into a contract. Cf. the Public Procurement Regulations' § 25-3.
