The ferry route between Halsa and Kanestrøm is to be upgraded so that new environmentally friendly electric ferries can operate on the route.
Halsa ferrry quay:
The work at Halsa consists of expanding the width and length of the north quay, complete with new fenders. A new land abutment and a new quay are to be constructed at Halsa south. A new mooring quay is to be established on the south side of the pier for Halsa south. The new quays must be adapted for charging and mooring equipment.
Kanestrøm ferry quay:
A new main quay with fenders on both sides is to be constructed at Kanestrøm. Both bridge docks must be deepened and secured from erosion.
The work otherwise includes conduit routes in to technical buildings and out to the charging tower and mooring automatic machine.
Minor work on electro and hydraulics is included at both quays.
The work must be carried out so that the ferries at the existing ferry quay can operate a normal service in the construction period.

The ferry route between Halsa and Kanestrøm is to be upgraded so that new environmentally friendly electric ferries can operate on the route (hybrid ferries).

The work at Halsa consists of expanding the width and length of the north quay, complete with new fenders. A new land abutment and a new quay are to be constructed at Halsa south. The work will include a full replacement/alteration of land abutments, slopes and erosion protection, as well as new ferry quay bridges with the accompanying installations. A new mooring quay is also to be established on the south side of the pier for Halsa south, including erosion protection. The new quays must be adapted for charging and mooring equipment.

All the work must be carried out whilst the current ferries operate a normal service.

A new main quay with fenders on both sides is to be constructed at Kanestrøm. Both bridge docks must be deepened and secured from erosion. The southern ferry bridge and land abutment are to be demolished. The work will involve full replacement/alterations of land abutments, slopes, deepening, including blasting and erosion protection, as well as new ferry quay bridges with the accompanying installations.

The work must be carried out so that the ferries at the existing ferry quays can, as a starting point, operate a normal service in the construction period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company.

Documentation requirement:

Company registration certificate: foreign tenderers can submit an equivalent certificate in accordance with the legislation in the tenderer's country of establishment with the tender offer, tenderers shall present a tax and VAT certificate issued by a competent body in the tenderer´s home country or the country where the tenderer is established, which demonstrates that the tenderer has fulfilled their obligations to pay taxes, duties and social security contributions prior to any contract signing.

Norwegian tenderers can order the certificate via the Norwegian Tax Authority's website, www.skatteetaten.no

The certificate must not be older than 6 months when it is presented upon request.

The Contracting Authority requests that all tenderers note that if they are chosen as a supplier, the Contracting Authority will ask for tax and value-added tax certificates equivalent to those submitted by the tenderer, be submitted for each subcontractor who will carry out works under the contract for more than 500 000 NOK excluding VAT., cf. the procurement regulation § 7-2 third paragraph.

Tenderers must be certified in accordance with ISO 9001 (2015) with relevance to comparable public transport projects.

1) Certificate issued by independent bodies, documenting that the tenderer is certified in accordance with ISO 9001 (2015). The independent body must be accredited by Norwegian Accreditation or an equivalent body in another EEA state;

2) Other documentation for equivalent quality assurance measures will be accepted. This requires that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards;

3) If a tenderer uses other companies to fulfil the requirement, the tenderer must also account for how the environmental management system of the supporting entity will specifically be incorporated in the relevant contract.

Økonomisk og finansiell stilling:

1) The tenderer's annual financial statements, annual report and audit report for the last three years and recent information (quarterly accounts) which is of importance to the tenderer's fiscal figures;

2) If relevant; a brief statement on information on the economic conditions or losses that are not documented other places and that are required to be documented in accordance with Norwegian and/or international accounting standards;

3) If relevant; an overview of any newly performed, ongoing or impending tax or public reviews of the tenderer’s business.

If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the Contracting Authority deems suitable. The tenderer shall substantiate why he can’t present the documentation required by the Contracting Authority.

Minste nivå(er) av standarder:

Tenderers must have good economic and financial capacity to fulfil the contract and must fulfil the following requirements:

— tenderers must have positive equity,

— an average annual turnover of minimum 50 000 000 NOK, for the last 3 financial years,

— tenderers must have an equity ratio of at least 10 %.

Teknisk og faglig kapasitet:

A list of up to 5 but no less than 3 contracts that the tenderer has carried out or is carrying out in the last 5 years, calculated from the tender deadline. The list shall, cf. the form included in Chapter E, include the following for each of the contracts:

— name of the recipient (Contracting Authority),

— description of what the contract work included, including its relevance for the qualification requirements, Points 1 and 2,

— what work was carried out by the tenderer himself and what work was carried out by sub-suppliers (contract facilitators),

— the date of the assignment,

— the value of the contract,

— reference person/contact person at the Contracting Authority with contact information (telephone number and email address) and a statement of the person’s role at the Contracting Authority during the contract. The tenderer is responsible for ensuring that the reference person is available and will provide a reference.

The qualification requirement is to be documented through the list described above in Point 2.4.1.

1) A statement of the tenderer's average workforce and the number of employees in the management in the last 3 years.

2) A description of the labour that the tenderer has at his disposal to fulfil the contract.

3) An organisation plan and a description of the organisation for the contract.

4) CVs and job descriptions for the key personnel, cf. Chapter C, for the following resources:

— a project manager,

— construction manager,

— quality assurance manager,

— HSE manager,

— work foremen.

1) Description of the tenderer's system for SHA.

2) Table of contents of the system.

3) Documentation of audits for recent years, with confirmation from the person/persons who have carried out the audits.

1) Overview of the H1 value for the company and central contract workers in the last 3 years.

2) If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report shall be enclosed on whether improvement measures are implemented and if so, also documentation on the effectiveness of these.

1) Certificate issued by independent bodies, documenting that the tenderer is certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), Eco-lighthouse. The independent body must be accredited by Norwegian Accreditation or an equivalent body in another EEA state.

2) Other documentation of equivalent environmental management measures will be accepted. This requires that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards.

3) If the tenderer uses other businesses to fulfil the requirement, the tenderer must also account for how the environmental management system of the supporting entity will specifically be incorporated in the relevant contract.

Minste nivå(er) av standarder:

Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following works:

1) Quay construction;

2) Steel work;

3) Dredging;

4) Piling;

5) Demolition.

Tenderers must themselves have experience from the execution of the work mentioned in Points 1 to 5 above. It is not sufficient if a tenderer only has experience from managing sub-suppliers' execution. If a tenderer only has experience from managing sub-suppliers, the tenderer must rely on other companies that have the required experience from the execution of the work in question, see B2, Point 4.1.

NPRA and other builders' experiences with the tenderer will be appraised.

The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.

Conditions which will be evaluated are related to, amongst other things:

— documentation of completed quality,

— fulfilment of contracts,

— compliance with provisions and procedures for HSE,

— compliance with provisions for wages and working conditions,

— observance of deadlines,

— follow up during the warranty/claims period,

— use of apprentices.

1) The contract must be sufficiently staffed and the tenderer must have the capacity and ability to deal with unforeseen circumstances in the contract.

2) Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment.

The tenderer shall have a system that shows that he works pro actively to ensure safety, health and working environment (SHA), with relevance for equivalent works as those comprised in this competition. The system shall be subject to periodic review.

Tenderers and their central contractual partners ought to have an average H1 value lower than 15 for the last 3 years.

If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value.

If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.

The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 10 raised to 6.

Tenderers must be certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), or the Eco-Lighthouse certification scheme, with relevance to equivalent public transport projects.
