Økonomisk og finansiell stilling:
Requirement:
Tenderers must have sufficient financial strength to comply with the contractual obligations.
Documentation requirement:
The tenderer's annual accounts including notes with the board's and the auditor's reports from the last 2 years.
If the annual financial statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.
The contracting authority reserves the right to carry out a credit assessment from the credit rating company Experian.
Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The abovementioned information shall also be provided for any parent company.
Teknisk og faglig kapasitet:
Requirement:
The tenderer shall have the requisite professional foundation and experience to fulfil the contract obligations.
This means that the tenderer must have relevant experience from projects of an equivalent scope and complexity.
The tenderer must also have experience from engineering design of corresponding nature, including the following professional fields:
— soft ground tunnel,
— railway engineering,
— 3D-modelling.
Documentation requirement:
Description of the tenderer's most important relevant contracts in the last 3 years. The attached template shall be used (Annex 5). The reference description must include sufficient information to assess the relevance for this assignment.
The contracting authority shall be able to contact the reference person.
If significant parts of the delivery will be carried out by sub suppliers, an equivalent overview of relevant references shall be enclosed for the sub suppliers in question.
If the tenderer relies on subcontractors to fulfill the qualification requirements, a commitment statement must be submitted showing that the tenderer has complete control of the subcontractors resources.
The tenderer must have sufficient capacity to carry out the project within the specified limitations and deadlines.
A statement of how the tenderer shall ensure sufficient capacity for the execution of the procurement. Including adequate capacity for the following disciplines:
— geology geo-engineering,railway engineering, structures, BIM, RAMS.
The attached template must be used (Annex 6).
The tenderer must have approval for engineering design for electrical installations issued by DSB (the Norwegian Directorate for Civil Protection).
Documentation verifying that the tenderer has the approval by the deadline for application for qualification.
The tenderer shall have a functioning HSE system.
Tenderers must submit a table of contents for their HSE system, and this and any detailed description, must confirm compliance with the requirements in the internal control regulations.
