— street signal installations, earthing installations.

— lighting installations for BT4. This includes both road lighting, lighting of pedestrian and cycle paths, lighting of stops, parking places, area lighting, effect lighting, etc.,

— installations at Bybanen stops [Light Rail stops]. This includes i.a. heating cable installations, distributions boards and electrical supply to other rail technology electrical distributions equipment,

— installations in rail tunnels. This includes i.a. lighting, socket outlets, leaky cables for radio communications/mobile telephone, earthing and installations in mechanical rooms for railway tunnels (emergency power, cooling unit, distribution boards and electricity supply to other rail technology installations),

— installations for pedestrian and cycle tunnels and cross-cuts between rail tunnels and foot and cycle paths. This includes i.a. lighting, emergency lighting, effect lighting, cable trays, ventilations fans, fire alarm systems, fibre cabling, and leaky cables for radio communication/mobile telephones,

— installation of leaky cables for radio communication/mobile telephones in tram-sheds,

— installation of street signalling installations. This includes i.a. control cabinets, poles, signal heads, detector loops, radar and cables,

— el-installations for public transport terminals. This includes i.a. Area lighting, heating cables, distribution boards, and el-installations in a service building with driver rooms and toilet facilities,

— installation of earthing installations. This includes i.a. verification of earth electrodes delivered in the groundwork contracts, installation of longitudinal earthing cables, earthing bars in manholes, connection to structures and railings, as well as connection to other conductive parts along the rail route,

— testing and commissioning of all installations delivered in this contract, as well as testing of interface with other contracts.

Options:

— Option 1: installation of leaky cable for mobile covering in rail tunnels,

— Option 2: installation of antenna systems for mobile coverage in the Kronstad tunnel,

— Option 3: installation of leaky cable and antenna systems for mobile coverage at Haukeland stop,

Qualification requirement:

The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value-added tax (VAT).

Documentation requirements:

Tax certificate not older than 6 months calculated from the tender deadline. A tax certificate is defined as:

For Norwegian tenderers:

— tax and VAT certificate issued by the tax office via Altinn.

For foreign tenderers:

Foreign tenderers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Tenderers shall have sufficient financial strength to be able to fulfil the contract.

Tenderers must have a minimum average annual turnover of 100 000 000 NOK in 2016 and 2017.

Documentation requirements:

The tenderer's annual financial statements including notes with the board and auditor's reports from 2016, 2017 and 2018.

If the Annual Financial Statements for 2018 are not completed by the expiry of the pre-qualification deadline, tenderers must enclose the provisional Annual Financial Statements for 2018 and at a minimum Annual Financial Statement from the quarters, in addition to 2 complete annual financial statements from 2016 and 2017.

The Contracting Authority reserves the right to collect a credit assessment from Experian or a similar company.

Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:

Qualification requirement:

The supplier (tenderer) must have good implementation ability to fulfil the contract.

The business (tenderer) must be registered in the Elvirksomhetsregisteret, with certification from Installer Grade L.

Documentation requirement:

A brief and general description must be given for the business, an account of the competence profile of the company as well as machinery and equipment. Please use template (Annex 6).

Any sub-subcontractors that the tenderer will use to fulfil the qualification requirement must submit equivalent documentation, a commitment statement, and ESPD. See Point 1.9.6.

The business (tenderer) must enclose documentation of their registration in the Elvirksomhetsregisteret, with certification as an Installer Gr. L.

The tenderer must have relevant experience from deliveries of a comparable nature. Evaluation of the requirement will be based on a comprehensive assessment of reference projects within communications and transport and rail, as well as projects with comparable complexity within industry and commercial buildings.

A description of the tenderer’s most important deliveries in the last 10 years.

The reference descriptions must include enough information for an evaluation of the tenderer's (and any subcontractors') concrete contributions. The description must state why the reference project is relevant for this assignment. The Contracting Authority must be able to contact the reference person.

The attached template must be used (Annex 5).

Any subcontractors that the tenderer will use to fulfil the qualification requirement must submit equivalent reference projects and a commitment statement, see Point 9.6.

The tenderer must have a documented HSE system.

Tenderers must submit a table of contents for their HSE system, and this and any detailed description, must confirm compliance with the requirements in the internal control regulations.

The tenderer shall have a documented quality management system.

Tenderers must submit confirmation that they have ISO 9001, or submit the table of contents of their management system for quality.
