The project will be carried out as a turnkey contract with negotiations after a prior notice for engineering design services for, execution and inspection of the new county road 565 from Snekkevika to Soltveit, as well as the execution and delivery of work included in the ground contracts with the landowners along the route.

The contractor will be responsible for the coordination of temporary cable and pipeline installations.

There will be an option for the following work:

— establishment of new high voltage cables, network stations and connection kiosks along the new county road for BKK.

The contract is mainly for the following developments:

The development plan refers to road class 'H2 Other Main Roads, ADT 1 500-4 000 with a speed limit of 80 km/h'. Hand book N100 was revised after the development plan was adopted, and there have been changes to the dimension classes. The road models attached to the tender documentation are designed in accordance with N100 (2014), which has been the applicable version since 2013.

County Road 565 Marås-Soltveit is to be constructed in accordance with the requirements in the latest version of N100 (2019).

The road installation must be universally designed.

The road is approx. 5,5 km, and it must be constructed with the following road class:

Hø1 Other Main Roads, ADT < 4000 with speed limit 80 km/h (N100 2019).

Road class:

— Hø1 (N100 v. 2019),

— 0,75 m shoulder and 3 m traffic lane. Total 7,5 meters,

— dimensioned for 80 km/h.

In addition, agricultural roads and exits must be built.

Furthermore, 2 bridges will be built, approx. 25 m and approx. 100 m respectively, 2 underpasses, and various fauna and wetland passages on the stretch.

Bus lay-bys will be built at Haukås and Soltveit. In addition there will be the construction of

Park-and-ride at Haukås and Soltveit, 1 picnic site, 1 log pile area and 1

Toll station. The project is an earth moving project.

There will be an option for 2 km road from Marås-Snekkevika.

The builder must, at the latest 4 months after the contract has been signed, notify the contractor if the establishment of a water pipeline along the new county road 565 is required.

D1.3 BKK:

The establishment of high voltage cables, network stations and connection kiosks along the new county road 565 is an option in the project. See chapter D1.3 BKK nett AS, detailed description and function description for more detailed information. The builder must, at the latest 4 months after the contract has been signed, notify the contractor if the establishment of new high voltage cables, network stations and connection kiosks along the new county road 565 is required.

D1.4 BKK, all permanent installations:

If option D1.3 BKK nett AS Detailed description and function description is not taken up, the contractor must engineer a connection to the high voltage network and low voltage network for suppling the lighting installations and toll station, as well as deliver materials and carry out work for BKK, in accordance with chapter D1.4 Detailed description and function description, alternative permanent installations BKK.

D1.5 OPTION Marås- Snekkevika:

If option D1.5 Option, sub-stretch Marås-Snekkevika is taken up, 1 or more of the following options can also be taken up:

— D1.2.b Radøy Municipality, Detailed description and function description,

— D1.3.1 BKK nett AS, Detailed description and function description, or D1.4.1 BKK.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company.

Documentation requirement:

Company registration certificate foreign tenderers shall instead submit equivalent certificates as prescribed in the legislation of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have good economic and financial capacity to complete the contract.

There are requirements for tenderers' equity, annual turnover and equity ratio.

Documentation requirement: annual accounts, etc. See the tender documentation for detailed information.

Minste nivå(er) av standarder:

Tenderers must have minimum 50 000 000 NOK.

The equity share must be a minimum of 10 %.

The average annual turnover must be minimum 250 000 000 NOK excluding VAT for the 3 previous financial years.

Teknisk og faglig kapasitet:

Tenderers shall have sufficient experience with assignments of a corresponding nature and degree of difficulty.

NPRA and other builders' experiences with the tenderer will be appraised implementation ability, i.e. manpower and capacity, as well as competence and experience of the key personnel will be assessed.

HSE [accident frequency]: tenderers must have a system for proactive compliance of health, safety and the working environment The H1 value must be given.

Outer environment: the tenderer must be certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), or the Eco-Lighthouse certification scheme, with relevance to equivalent public transport projects.

Quality control: the tenderer must be certified in accordance with ISO 9001 (2015) with relevance to comparable public transport projects.
