Vilkår for deltakelse
Økonomisk og finansiell stilling:
Requirement 1: tenderers must have the required economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.
Documentation requirement: the tenderer may substantiate the economic and financial position by presenting any document that the contracting authority can accept, e.g. a credit rating not older than 6 months, issued by a certified credit rating agency, annual financial statements from the previous 3 years with the auditor's reports and notes or relevant guarantees. Must be enclosed with requests to participate in the competition.

Requirement 2: the tenderer must have the tax, payroll tax and VAT payments in order.
Documentation: tax and VAT certificates. Certificates not older than 6 months calculated from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no. Foreign tenderers shall not present a tax certificate. Must be enclosed with requests to participate in the competition.

Teknisk og faglig kapasitet:
Requirement 1: implementation ability
Tenderers are required to have very good implementation ability and an organisation that has the capacity to fulfil the contract.
Documentation: a description must be delivered of technical personnel/entities the tenderer has at disposal to fulfil this contract. It is the tenderer's responsibility to document relevance in their description. The tenderer can document the execution ability by referring to the competence of personnel he has at his disposal and can use for this assignment, even though the experience has been gained while the personnel performed service for another service provider. Must be enclosed with requests to participate in the competition.

Requirement 2: experience
The tenderer must have good experience from comparable assignment, i.e. good experience with implementation, commissioning, support and maintenance of equivalent solutions.
Documentation: description of up to 3 of the tenderer's most comparable assignments during the last 3 years. The description must include:
— recipient (name, telephone number and email address),
— the scope and value of the assignment,
— delivery date and duration,
— description of the delivery.
It is the tenderer's responsibility to document relevance in their description. Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer. Please use Part 1A, Annex 4. Must be enclosed with requests to participate in the competition.

Requirement 3: quality assurance.
The assignment requires tenderers to have quality management systems.
Documentation: description of the tenderer's procedures regarding quality management, with emphasis on quality assurance, continual improvement, resource management and management's responsibility. If a tenderer has valid ISO 9001 certification, this certificate will be accepted as documentation of fulfilment of the qualification requirement. Must be enclosed with requests to participate in the competition.

On 12 February 2020, before the expiry of the waiting period, one of the tenderers in the competition filed a petition for a temporary injunction at the Nord-Gudbrandsdalen District Court. The contracting authority is thus prevented from signing a contract as long as the interim court order is in place. Through the judicial process related to the interim court case, several statements have emerged which, individually or collectively, claim to entail cancellation obligations for the contracting authority. The contracting authority has considered this and hereby reports that the competition for the delivery welfare technology must be cancelled. The contracting authority will announce a new competition for the delivery of welfare technology as soon as possible. We encourage all tenderers who have participated in the cancelled competition to participate in the new competition that will be announced.
