The contracting authority needs to enter into a contract for the Moral Values Project 2020 with a service provider who has access to national representative samples of the population in the following regions: East Asia and the Pacific, Europe and Central Asia, Latin America and the Caribbean, the Middle East and North Africa, North America, South Asia, Sub-Saharan Africa. This represents at least 80 % of the world's population. Access to national representative tests of children and youth in the above listed regions is also highly valued.
