Contract Manager for the Project New Water Supply Oslo

Oslo municipality is establishing a new water supply system with Holsfjorden as the raw water source.
The aim is to ensure drinking water for inhabitants if the current water supply fails.
The project's estimated cost is approx. 8 500 000 000 NOK. The preliminary project is finished and the project is now in the preliminary project has been completed and the project is now in an intermediate phase until funding is expected in the middle of 2019. The construction period is planned from 2020 to 2027.
The project's contract strategy is for 8 major contracts for the construction of a new water supply. The total contract cost will be approx. 5 200 000 000 NOK . The contracts are partly execution contracts and partly turnkey contracts.
3 of the contracts comprise significant quantities of rock removal, partially combined with concrete works and laying of large dimension pipes. The raw water tunnel is approx. 20 km long and the Contracting Authority is considering using TBM as the driving method.
In addition, the project contract include service deliveries and goods contracts. All of the contracts will be based on Oslo municipality's standardised contracts for the individual contract type And suited to the project conditions, needs and implementation plan.
The project will procure an individual resource who will have the role of contract manager. The contract manager reports to head of the project and must support
The project managers implementation of the contracts. The role will be included in the project's management group.
The contract manager is responsible for the implementation of the project contract strategy, hereunder responsible for the implementation of all procurements, with activities such as:
— contract and procurement management,
— pre-qualification,
— enquiry documents,
— negotiations and contract awards,
— contract administration.
The contract manager is responsible for ensuring that the project has appropriate and adequate development of the contracts to be entered into and the procedures necessary for implementation of the contracts is available. As TBM is an alternative driving method, experience is required with the design and follow up of contracts for this driving method. The contract manager must quality assure all correspondence with the tenderers, and that all of the builder's contract obligations to the service providers are safeguarded.
