Økonomisk og finansiell stilling:
The Contracting Authority will carry out their own assessment of the tenderer's finances through the business and accounting information company Bisnode AS with the service CreditPro. The Contracting Authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the Tenderers can be assessed on equal terms. Tenderers can enclose other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation.

Newly established companies: newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company's financial and economic standing. This also applies to foreign tenderers.

The financial capacity to carry out the contract is required. Tenderers are required as a minimum to be credit worthy, A in accordance with Bisnode AS with the service CreditPro, or have the economic capacity to fulfil the contract based on the Contracting Authority's discretion in accordance with the attached documentation from the tenderer. Newly established companies must have the economic capacity to implement the contract.

Teknisk og faglig kapasitet:
Tax and VAT certificate: Norwegian tenderers: certificate for tax and VAT. The certificate must not be older than 6 months from the deadline for qualification. Any arrears or other irregularities must be justified (tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email).

Foreign tenderers: tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Quality assurance system: a brief description must be enclosed of the general quality assurance system on which the tenderer shall base the implementation of the contract (max. one A4 page with a table of contents is not be accepted) or a copy of a system certificate issued by accredited certification bodies.

Implementation ability and capacity: an organisation chart with descriptions of HRs and experience competence at disposal in the tenderer's own organisation. This also applies to sub-providers that are needed for compliance with the contractual obligations. The tenderer must also describe the functions the HRs are expected to undertake for the implementation of the contract (maximum 2 A4 pages).

Experience: a list of references must be submitted containing minimum 3 references verifying that the qualification requirements are met. For each reference assignment, information must be provided about the assignment's content and scope, value, time, contract period, Contracting Authority, contact person with e-mail address and telephone number. The stated references will be contacted if needed. The attached excel sheet ‘Kvalifikasjonskrav Erfaring’ (‘Qualification requirements Experience’) must be used.

The tenderer, or employees at the tenderer are required to have experience from equivalent assignments. Equivalent assignments are in this context defined as the delivery, implementation, operations and maintenance of municipal management, operation, maintenance and development system (FDVU).

The contracting authority has made two changes to the existing contract in connection with the division of municipalities, cf. the Public Procurement Regulations § 28-1 d. Ålesund municipality ́s existing contract with Ørn Software AS regarding the FDVU system Main Manager continues in Ålesund 2024 and Haram 2024. An amendment annex to the existing contract has been signed that describes the necessary changes in the contract as a result of the division of municipalities. Of the original contract value, after the contractual KPI adjustment, the necessary one-time costs directly related to the municipal division (amendment 2) amounts to 28%, and increased annual price in total (amendment 1), as a result of one municipality becoming two municipalities, making up 23%, calculated over four years.
