Politiets fellestjenester

The contracting authority will, on behalf of the Police's ICT Services (PIT), enter into a framework agreement for the development and management of software that is developed as an addition to EPiServer CMS. The public service politiet.no and the intranet for the police (Kilden) are such additions to EPiServer CMS, which was developed by PIT. The framework agreement includes a maintenance contract, assignment contract, assistance contract and procurement contract, which together will cover the contracting authority's need for deliveries connected to EPiServer CMS.

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers must, as a minimum, achieve an AA rating. Newly established entities must have minimum an AN rating.

The tenderer's role(s) and responsibility in the reference assignment. A description of the design, framework (e.g., code language), functionality and integrations with third parties (e.g., ID-porten). It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of the personnel that can be used for this project, even if the experience has been acquired while the personnel was in the service of another employer.

2) Tenderers must describe the quality assurance and management system that is relevant for the deliveries. The description ought, as a minimum, cover the company's procedures/routines for:
— how secure software development lifecycle (S-SDLC) is used for maintenance and development of the deliveries, including procedures for tests,
— approval of sub-suppliers.
If a tenderer has a certificate for the company's quality assurance/management system, issued by independent bodies, which confirm that the tenderer fulfils quality assurance standards that the tenderer uses, it ought to be presented.
3) Description of up to 3 of the most relevant/comparable deliveries in the last 3 years. The description must include a statement of the delivery's value, date and recipient (including the name, telephone number and email address of contact persons). Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The framework agreement will be based on SSA-R 2015. Call-offs will be based on the 2015 versions of the the contracts SSA-V, SSA-O, SSA-B and SSA-K.
The contracts with annexes are part of the tender documentation and it is the tenderer's obligation to understand all the terms in the contract. All the terms will be understood as accepted by the tenderer, unless specific reservations are expressed.
