The Directorate of Fisheries would like to enter into a contract for ongoing deliveries of electrician services (heavy and low current). The contract is for el-tele/data installations, materials, troubleshooting, repairs, annual inspections of/inspections of emergency lighting installations, thermographing and internal control of electrical installations in buildings that are used by the Directorate of Fisheries in Bergen.
The Directorate of Fisheries would like to enter into a contract for 4 years, starting 1.11.2019. There will be a mutual notice period of 3 months in the contract period.
The contract will be automatically renewed when it expires unless notice is given within 3 (three) months. The contract will be in force until notice is given by 1 of the parties.

Requirement:
The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value-added tax (VAT).
Documentation requirement:
Tenderers must attach a tax certificate, not older than 6 months, cf. FOA § 7-2 (2).
— Norwegian tenderers can order a tax certificate via form RF-1316 in Altinn,
— foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties.
If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial director/person responsible for finance.

Tenderers must be a legally established company.
Norwegian tenderers must present a company registration certificate.
Foreign tenderers must present confirmation that the tenderer is registered in a company register or trade register, in accordance with the legislation in the country where the tenderer is established or registered.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have sufficient financial strength to comply with the contractual obligations.
In order to fulfil the requirement, the annual turnover must exceed 1 800 000 NOK positive operating result for at least 1 of the 2 last years (2017 and 2018), with no payment remarks.
All the requirements must be fulfilled.
Documentation requirement:
1) The tenderer's annual financial statements including notes with the Board's and auditor's reports from the last 2 years;
2) credit rating not older than 2 months.
If the annual accounts for the previous year have not been completed, the provisional annual accounts must be enclosed for the previous year.
Newly started companies must in another manner document the financial strength to fulfil the contract.
Tenderers can choose to rely on other companies’ capacity to fulfil the requirement for the tenderer's economic and financial position. If so, the tenderer must document the resources in the company he will rely on and that these resources will be available (cf. the commitment statement in Annex C).

The tenderer may choose to rely on other companies’ capacity to meet the technical and professional qualification requirements.
The tenderer must, in such an event, substantiate that the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by, for example presenting a declaration of commitment (Annex A), guarantee, cooperation agreement or similar.

This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a collaborating partner, etc.
Tenderers must be certified in accordance with the ISO 9001 standard, or an equivalent standard.
Certificate issued by an independent body.
Tenderers shall have relevant experience from similar contracts.
Certificates from 3 similar contracts in the last 3 years. The certificates should be signed or confirmed in writing by the Contracting Authority for the different deliveries, and as a minimum shall include:
— a brief description of the assignment,
— time of execution,
— scope of the assignment in monetary amount,
— name and telephone number of a reference person.
At the Contracting Authority:
If it is not possible to acquire signed or verified attestations, the tenderer shall provide a list of all relevant assignments with descriptions according to the above points. Annex E must be used as the template for the list.
The Contracting Authority must have the possibility to contact the contact persons who are listed.
Tenderers must be registered in the Elvirksomhetsregisteret.
Registered in the Direktoratet for sammfunnssikkerhets- og beredskap's (DSB's) Electrical Company Register.
The Contracting Authority reserves the right to contact a local electrical inspection authority in order to clarify compliance with the requirements in the “Regulations on electro companies and qualification requirements for work connected to electrical installations and electrical equipment”.
