Tenderers must be able to offer service during the contract period regardless of lease or purchase.
The competition begins with a qualification phase. Only those tenderers who fulfil the qualification requirements and have been invited, will be able to submit a tender.
The contracting authority plans to invite 5 tenderers to submit tenders.
