Consultancy Services for the Production of Country Evaluation Briefs Regarding International Development Assistance to Norwegian Partner Countries

The procurement covers 1 contract whereby the successful tenderer will be assigned responsibility to provide accessible and relevant knowledge about Norwegian and other donors’ development efforts in Norway’s partner countries through systematising findings from existing evaluations of development interventions. The objective is to collect, collate and systematically present, in the form of Country Evaluation Briefs (CEB), findings from existing evaluations and other documents of development interventions in 5 Norwegian partner countries: Colombia, Ghana, Uganda, Indonesia and Niger. Alongside each CEB, the successful tenderer shall also produce an evaluation portrait consisting of brief summaries of as well as electronic links to the evaluations and studies each CEB is based on. The main target group for the evaluation includes personnel in the Ministry of Foreign Affairs and Norad.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax certificates:
Norwegian tenderers must submit a tax certificate for value-added tax, taxes and social contributions (Norwegian suppliers: form RF-1316).
Overseas tenderers must submit equivalent tax certificates from their own countries.
The tax certificates must not be older than six (6) months calculated from expiry of the closing date for submission of tenders.
Sole proprietorships must submit confirmation from the tax collector/tax authorities that they are not registered in the VAT register.
Legally established business:
The tenderer must supply a certificate of registration or register transcript (sole proprietorships) from the Central Coordinating Register of Legal Entities.
Økonomisk og finansiell stilling:
The tenderer must have sufficient economic and financial capacity to execute the contract. This shall be documented by the enterprise’s annual report for the previous year.
If the tenderer has valid reasons for not being able to provide this documentation, the tenderer can prove his economic and financial capacity by any other document that the contracting authority considers appropriate, in accordance with Section 16-4 (2) of the Public Procurement Regulations.
