Background and the project:
Difi needs more knowledge about the use of technology in the procurement process. Difi will establish a test lab as part of the programme for digital procurements, in order to establish a test lab to test hypotheses (POC) for technology. The testing work will document how the technology can be used, as well as testing of the value chain by storing, securing and issuing data for ML purposes. In the first instance, we will test AI technology, with a focus on machine learning. Such a lab will develop over time in accordance with the development of the technologies. It is, therefore, important that an environment is established that is flexible and at the front of technological development.
We have prepared a number of ideas/hypotheses about things we want to test in a lab environment. Initially, the lab environment will be loaded with order data from public orders over the IBX marketplace.

Kort beskrivelse:
In January 2019, Difi signed contracts with Computas and Norconsult. The assignment was to make suggestions to how a test lab could be set up. The results of the assignment are attached under “Documents”. In the coming years, Difi plans to announce procurements connected to different phases of the project. See the attached documents for further information.

Requirement:
Difi needs consultants within the defined competence areas (data engineer, data scientists and data analyst), see Point 2.1 — 2.3 under “Requirements”. With the use of these consultants, Difi will establish a test lab and carry out necessary analyses to clarify order and invoice data for ML purposes.

The consultants will assist with:
— contribute to the selection of tools for the development of PoCs in the test lab,
— contribute to safeguarding information security given that the data can both contain personal information and competition sensitive information,
— contribute to the development of the system.
The working language can be both Norwegian and English. However, the preferred working language is Norwegian due to competence transfer to Difi employees.
Financial limit:
— Difi has up to 600 000 NOK excluding VAT at their disposal in 2019.
Option:
Difi can choose to purchase further consultancy services for up to 800 000 NOK excluding VAT, to continue the work with the technology lab in 2020. The work can be related to testing, improving, implementation of PoC 2, PoC 3, and possibly. PoC 4. It may also be relevant to hire and/or carry out work connected to the phase “value chain”. This all depends on how far one comes in the project in 2019.
