The objective of this procurement is to get consultancy resources who can support the Agency for Urban Environment with the transformation process for Mindemyren. The contracting authority would like to join up with multidisciplinary professional resources who will work with the following 4 main topics:
— urban life and green structure,
— traffic and mobility,
— the channel and local storm water management,
— a technical plant in the ground.
An overview is to be made of municipal development initiatives, based on the 4 topic plans, with costs and proposals for the order of the development.

The objective of the tender competition is to establish a contract with advisory resources who can support the Agency for Urban Environment in regards the transformation process for Mindemyren. The contracting authority would like to join up with multidisciplinary professional resources who will work with the following 4 main topics:

A framework agreement will be signed with one tenderer. The framework agreement period will be 3 years, with an option for extending the contract for up to a further 1 year.

Requirement: the company shall be legally registered.
Documentation requirement: companies that are registered in the Norwegian Register of Business Enterprises and the VAT Register do not need to attach documentation. The contracting authority will check the company's organisation number in public registers. Attention is drawn to the fact that it is the organisation number that is on the company's profile for this competition in Mercell that will be checked. For companies that are not registered in the abovementioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Økonomisk og finansiell stilling:
Requirement: the company must have satisfactory finances to carry out the assignment.
Documentation requirement: the contracting authority will obtain information on the company´s economic and financial capacity via Proff Forvalt, (companies that have submitted their accounts to the Brønnøysund Register Company are registered through Proff Forvalt). If the information on Proff Forvalt is not correct, or if supplementary information is required to highlight the company's economic and financial situation, this can be submitted. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Teknisk og faglig kapasitet:
The tenderer's competence and experience.
Minimum qualification requirements: tenderers must have good competence and experience from planning multidisciplinary infrastructure projects of an equivalent nature, size and complexity, with a focus on traffic and transport planning, road planning, landscape architecture, water, sewage and surface water, and electrical engineering.

Documentation requirement: a description of the tenderer's most important relevant deliveries in the last 3 years for projects of an equivalent size, including experience from the planning of and engineering design services for complex (multidisciplinary) infrastructure projects. The description must include a statement of the role, contract value, complexity, date and name of the recipient (name, telephone number and email address). It is the tenderer's responsibility to document relevance through the description. If a tenderer must rely on sub-suppliers to fulfil the qualification requirement, an equivalent overview of relevant references must be attached for the sub-suppliers in question. Documentation of relevant deliveries or services that the tenderer carried out more than 3 years ago will also be taken into consideration. Part 1, Annex 5 Reference Form must be used.

Competence for consultancy disciplines:
Minimum qualification requirements: tenderers must have available competence within the stated consultancy disciplines: RIG (Geotechnics), RIB (Civil Engineering and Construction), RIA (Acoustics), ARK (Architect), RIM (Electrical Engineering), Biology, GIS-analysis, 3D-coordinator, and RIE (Electrical Engineering).

Personnel resources:
Minimum qualification requirements: tenderers must have sufficient personnel resources to carry out the assignment.
Documentation requirement: a statement of the tenderer's average workforce and the number of employees in the management in the last 3 years.
Quality assurance standards:
Minimum qualification requirements: the contracting requires that all tenderers have an established quality management system that is adequate for ensuring the quality of the work carried out under this contract.
Documentation requirement: a description of the company's implemented quality assurance system. Certificates must be submitted for the company's quality management system, issued by independent bodies, confirming that the company meets specific quality management standards, for example ISO 9001. If the company does not have a certificate, other documentation of the company´s quality management system must be presented. In such cases, the following must be submitted as a minimum: the system's name and a detailed table of contents, a general description of the system's contents, including an overview of check plans and checklists that are relevant for this contract, an organisation chart that shows responsibilities in the quality assurance system, a description of routines for internal control and handling deviations (work with corrective and preventive measures) and a description of how the system will be used to ensure quality in this contract. All submitted or collected documentation will form the basis for an overall evaluation of whether the qualification requirement is fulfilled.

Environmental management standards:
Minimum qualification requirements: the company must have satisfactory systems for environmental management.
Documentation requirement: a description of the company's environmental management system. As a minimum, the description must include a general description of the contents of the system including an overview of check plans and check-lists, that are relevant for this contract. If the company has environmental certification in accordance with ISO 14001:2008 (or a more recent version), or equivalent third party verified systems, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.
