Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement 1:

The tenderer must not have considerable tax and VAT arrears, unless an approved repayment schedule is presented.

Documentation requirement 1:

Norwegian tenderers:

Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

Foreign tenderers

A certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established. The certificate must not be more than 6 months old.

Requirement 2:

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation requirement 2:

Norwegian tenderers: company registration certificate.

Foreign tenderers: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers must, as a minimum, achieve the rating ‘credit worthy’.

Documentation requirement:

Norwegian tenderers: the contracting authority will obtain the credit rating Commercial Delphi Score from Experian as documentation. The tenderer must as a minimum achieve a rating of ‘Credit worthy’, i.e. the tenderer must be in risk classification 5 or better on the Experian credit rating scale.

The tenderer is expected to have familiarised with registered information about the company and by submission of the tender accepts showing that the information will be obtained and form the basis of the assessment of the tenderer's financial standings.

When submitting their tender, the tenderer can enclose a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. The credit rating shall be based on the most recent available accounts and it shall be carried out by an agency that has a licence to carry out credit appraisals.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Foreign tenderers: are requested to enclose a credit score from a certified credit rating agency showing that the tenderer meets the requirements. The credit rating shall be based on the most recent available accounts and it shall be carried out by an agency that has a licence to carry out credit appraisals.

Teknisk og faglig kapasitet:

Requirement:

The tenderer must have experience with mapping, scoring and automation of minimum 7 adequate processes by using Blue Prism in the municipal sector in Norway.

The contracting authority accepts execution of several suitable processes in the same municipality.

Documentation requirement:

Tenderers are asked to enclose a list of the most important relevant assignments in the last 3 years. The list shall consist of up to ten assignments. The list must include a statement of the assignment's content value, date and recipient (name, telephone number and email address). It is the tenderer's responsibility to confirm relevance through the description. The references will only be contacted if required.
