Buskerud County, c/o BFK Eiendom, invites tenderers to a contest for a construction manager/project support for the 'Kongsberg Sixth Form College - co-localisation' project. The resource will work closely with the project manager from BFKE.
Kongsberg Sixth Form College is one of the largest sixth form colleges in Buskerud County. It offers most educational programmes, both vocational and general studies.
The college is currently spread across multiple locations in the area and it has been a goal to co-locate the college as much as possible. Some of the teaching locations are therefore planned to be closed down, with these programmes moving to the college's other locations, primarily in a new building at Flåtaløkka, close to the centre of Kongsberg.

In addition the contract includes 2 major options. One is for the alteration and renovation of parts of an existing college building, Tinius Olsen, and the other is for the construction of a minor new building in the college's area at Saggreda, outside the town centre.

The new building is planned to be constructed in wood and with Breeam Nor classification very good. Furthermore, the goal is to achieve passive building standard and energy class A. The site is located along Numedalslågen and is flood-prone. Zoning has recently been adopted. The existing college buildings on the site will be demolished. The college will be open at both Tinius Olsen and at Saggrenda.

The interaction contractor is being contracted, the plan is to have them in place before the summer holiday.
The contract contains the following options:
Option 1: KU role;
Option 2: assistance construction manager/technical construction manager.
The work is to be carried out in accordance with NS 8403:2005.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 6.1.1: the company must be legally registered.
Documentation requirement:
Norwegian tenderers: an annex is not necessary. Checked by the Contracting Authority through the company and accounts information system AAA Soliditet AS (www.soliditet.no).
For foreign tenderers: Certificates of registration in trade register as mandated in the legislation in the country where the tenderer is established shall be enclosed with the tender.
Økonomisk og finansiell stilling:
Requirement 6.1.2: tenderers must have their tax and VAT payments in order.
Documentation requirement:
Certificate for paid tax, social security contributions and VAT, in accordance with the PPR §7-2.
The certificate must not be more than 6 months from the deadline for receipt of tenders. Sub-contractors must also deliver a tax certificate for building and construction contracts.
For foreign tenderers: certificates issued by the competent authority in the member country, confirming that the tenderer has met their obligations with regard to the payment of taxes, social security contributions and VAT in accordance with the legal requirements in the home country of the tenderer/contractor (apply to the chief municipal treasurer to have the certificate issued). The certificate must not be more than 6 months from the deadline for receipt of tenders.

Requirement 6.2.1: tenderers must have the financial capacity to fulfil the contract.
Sufficient financial capacity in this project means a minimum of credit rating A (credit worthy).
The Contracting Authority reserves the right to carry out its own assessment of finances and credit worthiness through the company and accounts information system AAA Soliditet/Bisnode (www.soliditet.no), and reserves the right to obtain other supplementary information on the tenderer's finances.

Teknisk og faglig kapasitet:
Requirement 6.3.1: tenderers must have experience from an equivalent project.
Documentation requirement:
Tenderers must give a description of the 3 most relevant reference projects in the last 5 years. The description must include the type of contract, contract value, a short description of the assignment, date of execution, and a reference person (name, telephone number and email address). The attached templates for references must be used. It is the tenderer's responsibility to document relevance through the description. The Contracting Authority reserves the right, but is not obliged, to check/contact the stated references.

Requirement 6.3.2: tenderers must have a quality assurance system/management system.
Tenderers must attach documentation of the company's quality assurance/management system in the form of a certificate for the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, e.g. ISO 9001.

The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum tenderers must give a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract.
