The project must procure service providers for construction inspections along the construction area, subsidence monitoring, vibration measurements, noise measurements as needed as well as follow-up of wells along the construction area. Condition mapping includes approx. 5 000 buildings and structures of which the majority are small houses with garages and outbuildings. Energy wells and drinking wells will be mapped and their condition documented. Subsidence bolts will be placed in the buildings with associated surveying and follow-up of any subsidence.
The construction area stretches from Huseby in Oslo to Holsfjorden, a stretch of 19 km, along the pure water tunnel in Oslo, a stretch of approx. 6 km as well as the area at Huseby where a large volume of rock halls will be established.

The Contracting Authority will have the option to extend the contract on verbatim terms 1 or more times until and including the completion of the project and any conditions (damage reports) related to buildings along the construction area as well as subsidence follow-up are completed.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Qualification requirement: the supplier shall be a legally established enterprise.
Documentation requirement:
Norwegian companies: company registration certificate.
NB: The Contracting Authority will obtain the company registration certificate from brreg.no
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Qualification requirement: the tenderer must have the economic and financial standing to implement the contract.
Documentation requirement:
The company's last 2 annual accounts including notes, the board's annual reports and the auditor´s reports, as well as recent information that is of relevance for the company's accounting figures.
For Norwegian companies, the contracting authority will obtain the annual financial statements from the public register.
The Contracting Authority also reserves the right to obtain credit ratings.
Economic and financial standing will be assessed based on i.a. turnover, profit level, solidity, liquidity and payment history.
If there are valid reasons that the tenderer cannot present the documentation requested by the Contracting Authority, he can substantiate the economic and financial standing with any other documentation acceptable for the Contracting Authority.
Teknisk og faglig kapasitet:
Qualification Requirement 1: Experience is required from relevant projects and/or works.
Documentation requirement:
An overview of relevant works carried out during the last three years, in the performance areas that are included in the assignment description. Also, documentation for relevant works that the tenderer implemented more than 3 years ago will be taken into consideration.

The overview must state the time and location for the implementation of the work, the nature of the works, degree of difficulty, economic value and the Contracting Authority.
Annex 2 ‘Reference Template’ must be used.
Qualification requirement 2: the tenderer must have sufficient capacity/implementation ability to fulfil the contract.
An overview of the tenderer's resources (personnel), equipment and tools to implement the scope of the contract for the different performance areas that are in the tender documentation.
Qualification requirement 3: the tenderer must have relevant and sufficient quality assurance measures for the implementation of the contract.
Description of the quality assurance measures that the tenderer will use for the implementation of the delivery.
The Contracting Authority will alternatively accept certificates of the company's quality system/management system, issued by independent bodies, confirming that the tenderer's quality assurance standard/quality assurance system, for example ISO 9001 or equivalent.

If a tenderer has valid reasons as to why he cannot present the requested documentation, the tenderer can prove his technical and professional qualification with other documentation that the contracting authority finds suitable.

From the received requests, the Contracting Authority will invite the three to five service providers that best fulfil the qualification requirements for ‘Economic and Financial Position’ and ‘Technical and Professional Qualifications’, to submit tenders.

In the selection, fulfilment of the qualification requirements for ‘Technical and Professional Qualifications’ will be given the greatest weight.
The selection will not be based on the Qualification Requirement whether ‘(I) the tenderer must have relevant and sufficient quality assurance measures for the implementation of the contract’.
If the tenderer's documentation for fulfilment of the qualification requirements will be the basis for the assessment of who best fulfils the qualification requirements.
