Component Maintenance NH90

The Norwegian Armed Forces c/o the Norwegian Defence Logistics Organisation

The Norwegian Armed Forces is announcing a Framework Agreement for component maintenance for NH90, including maintenance, repairs and overhaul of approx. 270 components on the NH90 helicopter. The contract will also include additional services such as obsolescence monitoring, Mean Time Between Failure (MTBF) monitoring, etc.
The Framework Agreement has an estimated value of 100 000 000 NOK - 140 000 000 NOK and a total length of up to 7 years (including options).
The Norwegian Armed Forces has previously announced a Request for Information (RFI) for this procurement, see Mercell ref. no. 88256960.
Attention is drawn to the fact that all the requirements and guidelines stated in the document “FOSA Parts I and II — Invitation to Pre-Qualification” must be fulfilled.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Norwegian Contractors: certificate of registration.
Foreign Contractors: confirmation that the Contractor is registered in the Central Coordinating Register of Legal Entities or a Chamber of Commerce in the state where the Contractor is established.
Økonomisk og finansiell stilling:
It is sufficient, in order to fulfil the requirements, that the Contractor has achieved the credit rating “A” or similar. Credit rating from an acknowledged credit rating company based on the latest accounting data. The credit rating must not be older than 3 months.

Teknisk og faglig kapasitet:
Overview of the Contractor's 3 most relevant assignments during the past 3 years. In order to secure sufficient competition, documentation for deliveries performed by the contractor more than 3 years ago may also be taken into consideration. The overview must include a specification of:

— the value of the assignment,
— time,
— recipient (name, telephone and e-mail).
Brief description of the delivery. It is the Contractor's responsibility to document relevance through the description.
Contractor's own company: a short description of the organisation, including:
— a description of the company's business idea and core competence related to the outline in 1.4 Scope of Procurement,
— a description of the company’s history, how it is organised and their ownership, in addition to a description of current activities.
Collaborating partners/subcontractors:
— if any collaborating partners/subcontractors are offered as part of the pre-qualification, the Contractor shall submit a description of the following: name, address, scope of responsibility and parts in the relationship, the formality of the relationship, and whether the contractor intends to include the subcontractor as an active party in this tendering process. The way in which the commercial affiliation with collaborating partners is secured, or will be secured, i.e. contract or statement of commitment. If the Contractor chooses to change subcontractors, the Contractor shall notify the Contracting Authority immediately. The Contracting Authority reserves the right to deny approval of any subcontract if there are factual and objective grounds for such refusal. Contractor organisation and approvals: an organisation chart shall be provided with names of managers for all units and for all special positions below. The organisation chart shall be part of the tender and the names may be updated during contract performance.

The Contractor shall confirm that they comply with the requirements. The Contractor shall submit copies of the relevant quality certificates and approvals.
The Contractor shall deliver a certificate showing compliance with AS 9110C. The Contractor shall declare willingness to accept AQAP 2110 Ed D Ver. 1 as a contractual requirement.
