Competitive Dialogue — New Top System for Firealarms, St Olav Hospital Trust

St Olav hospital trust shall procure a new top system (*SCADA) system which must safeguard communications toward fire alarms in all buildings. SCADA must manage all communications toward all fire alarm systems for all locations. Initially for systems located at Øya, but also several other future locations are requested for standardised and open communication protocols.
St Olav hospital trust has currently a total building area of approx. 365, 000 m divided into 22 buildings in the Trondheim area, as well as locations in Orkdal and Røros. The buildings are currently equipped with fire alarm systems from several suppliers such as Honeywell Eltek, Siemens, Autronica, Schneider and Elotec. A total of approx. 19,100 addresses/loop components are connected to the fire alarms in the buildings.

The tender procedure is a competitive dialogue. This is a tender procedure that allows the Contracting Authority to enter into a dialogue with the tenderers on how St Olav hospital trust’s needs and requirements for such system can be safeguarded in the best possible manner.

The competitive dialogue is a 2-stage procedure where all interested tenderers can in the first stage, submit a request for participation in the tender competition. Based on the received requests the Contracting Authority shall carry out pre-qualification of the tenderers.

Maximum four (4) tenderers will be invited to participate in the dialogue stage. This means that one tenderer can be qualified but rejected based on a total assessment and that maximum 4 tenderers will be invited to the next stage.
