The Norwegian Public Roads Administration wants good quality data on travel habits and traffic along the road network both in and through cities and towns. This is a necessary basis in road planning, urban and urban development, toll investigations, coordinated housing, land and transport planning, mobility planning, as well as business management and planning. Traffic data (including travel times) combined with event data is necessary for operational traffic management and for providing information to the public through various channels. Selection criteria — experience from using data sources in a new way — weighted 70 %.
The tenderer must provide a list of relevant reference projects with a description of the project and contact persons. The list should include information on value/quantity/scope, time, brief description of the assignment, as well as the name of the public or private recipient.

This selection criterion is weighted by 70 %.
In assessing this selection criterion, we will emphasize reference projects that show that the supplier has experience in using known data to gain new knowledge.
In addition to the amount of such projects, we will also consider whether the projects are related to transport or similar areas. It will also be assessed whether the provider has experience with the transport sector and can show that the provider understands the considerations and assessment that the client is facing.

Provider shall have sufficient execution capacity. bidders will be evaluated on whether they are able to show that losing project members does not affect the progress of the project.
