Since 1995, the Ministry of Local Government and Modernisation has collected data about municipal organisations. The purpose of the project is to obtain data which gives a picture of how the municipalities and counties are organising their business politically, administratively, operationally and in regard to the inhabitants, and the municipality as a democratic institution. The collection applies to both structural and procedural features of the municipalities organisation.
The data from the survey may be used in the general public debate, in training and as a basis for further research about municipal organisation.
The collection shall assist in knowledge about the development in municipal organisation and shall amongst other things assist with knowledge in the department's work with development of legislation which regulates various sides of municipal organisation.

The Ministry wants an option for additional purchases for the implementation of an analysis in the period 2021-2022, based on the data collection. The total estimated value for the options is 800 000 NOK, excluding VAT (included in the total contract value of 3 500 000 NOK).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
K1 — Paid taxes and fees:
— certificate, not older than 6 months, confirming that the tenderer has fulfilled his tax, social security and VAT obligations. The certificate can be ordered and obtained from Altinn from the separate link on skatteetaten.no
If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no
The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents,
— foreign tenderers must provide certificates from authorities corresponding to the Norwegian ones.
K2 — The tenderer must be a legally established company,
— norwegian companies: company registration certificate,
— foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
K3 — Tenderers must have sufficient economic and financial capacity to carry out the assignment, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
A credit rating with key figures from a certified credit assessment company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
K4 — The tenderer must have the sufficient capacity and ability to implement the service:
— a description of the tenderer's 3 most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution and the name of the recipient. Reference assignment with names and contact persons for each assignments must be given. The contact person will only be contacted if required. The assignments must be described in detail. Approx. 3-6 sections with descriptions of each assignment are expected. The roles the tenderer had in the reference assignments must also be described. Relevant assignments are in this context defined as experience and competence for the following:

— experience with equivalent methodical challenges for collecting data, including experience with the development of and work with databases.
Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
K5 — The tenderer must have adequate capacity to implement the contract within the stated frames and deadlines:
— a description of the tenderer's average annual workforce and the number of managerial employees during the last 3 years.
