The municipalities of Nesseby, Sør-Varanger, Vadsø and Vardø want to collaborate on the preparation of a coastal zone plan for Varanger. Four municipal plans, area plans, for the coastal areas in the municipalities of Nesseby, Sør-Varanger, Vadsø and Vardø. The 4 plans will be presented as through an internal municipal plans for an inter municipal plan cooperation, cf. Pbl. Chapter 9. The procurement includes all work moving from and including political decisions about the municipal plans. For comprehensive details refer to the tender documentation chapter 2.

From point 2.6 of the tender documentation: the assignment will begin immediately after signing the contract, preferably before 1.12.2019. The duration of the assignment is considered to be approx. 18 months. The assignment is considered to have been completed by political finalization and decision of the municipal plan, currently estimated for the first half of 2021. The contract period can be extended due to objections to the plan proposal, etc.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must have planning competence with experience from implemented work with the area plans (municipal plan/municipal sector plans) in accordance with the Planning and Building Act (LOV-2008-06-27-71).

Tenderers must have competence in project management and organisation of plan work in accordance with the planning and building act, with experience from implemented planning work.

Qualification requirements are listed in table ‘5.2 Requirements regarding technical and professional qualifications’ in chapter 5 of the tender documentation.

Økonomisk og finansiell stilling:

The tenderer is required to have the financial capacity to implement the assignment/contract.

Teknisk og faglig kapasitet:

Planning competence with experience from implemented work with coastal zone planning (area plan) according to the Planning and Construction Act (LOV-2008-06-27-71).

Competence in project management and organisation of planning work in accordance with the planning and construction act, with experience from implemented planning work.

The project owner must have experience from managing work with area plans (municipal plans/municipal zone plans) in accordance with the planning and construction act (LOV-2008-06-27-71).

Necessary competence for the preparation of necessary planning documents according to the planning and construction act (LOV-2008-06-27-71) and regulations.
