The procurement is a security graded procurement of cleaning services that are to be carried out in accordance with FOSA.
Cleaning services are a nationwide service and the Contracting Authority has chosen to divide the procurement into multiple geographical areas. This procurement concerns the areas 2A (Bardufoss and associated locations), 2B (Setermoen and associated locations), 2C (Skjold and associated locations) and area 4 (locations in Nordland). A framework agreement will be signed with one tenderer for each area.

Tax Certificates not older than 6 months from the application deadline.

Completed and signed HSE self-declaration in accordance with FOSA Annex 2. Use any attached template, see Annex 4 HSE self-declaration.

Norwegian tenderers: company registration certificate.

Foreign tenderers: verification that the tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established.

Copy of the certificate issued by the Norwegian Labour Inspection Authority. Service providers that are not yet certified can enclose a copy of the application/confirmation that an application has been sent.

Økonomisk og finansiell stilling:

The good economic and financial capacity requirement will be set in light of how many of the 4 areas the tenderer wants to submit tenders offers for. If the tenderer wants to submit tender offers for multiple areas, the requirement will be evaluated more stringently. The tenderer's annual financial statement including notes with the board's and auditor's reports from the last two (2) years. A credit assessment from a certified credit appraisal agency based on the most recent known accounting figures. The rating must not be older than 3 months. The Contracting Authority reserves the right to demand a parent company guarantee. The Contracting Authority reserves the right to demand/gather further information in order to verify that the tenderer has good economic and financial capacity.

Teknisk og faglig kapasitet:

Overview of the tenderer's 3 most relevant assignments in the last 5 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include a statement of: the assignment value, dates, recipient (name, telephone and email). A brief description of the delivery, including experience connected to regular cleaning, periodical cleaning, cleaning related assignments, extraordinary cleaning/cleaning by order. It is the tenderer's responsibility to document relevance through the description.

A description of the tenderer's quality assurance methods.

The following points must as a minimum be described: deviation management system.

How will the system safeguard good and efficient management of deviations? A response time for deviations must be provided. A training scheme for employees, ensuring thorough competence in the scope of works, quality and environmental management procedures, and quality and environmental goals for the service, to ensure that good quality cleaning will be achieved.

How will the training scheme be followed up during the contract period? If the tenderer is certified according to ISO 9001 or comparable standards, a copy of the relevant certificate(s) must be presented, but it will not be sufficient as documentation for fulfilment of the requirement.

A description of environmental measures that have been implemented in the business.

The following points must as a minimum be described:

— system for minimising and source sorting of waste used in the service production,

— system for measuring chemical and plastic bag consumption. If the tenderer is certified according to ISO 14001 or comparable standards, a copy of the relevant certificate(s) must be presented, but it will not be sufficient as documentation for fulfilment of the requirement.
