The contract includes a Framework Agreement for the procurement of mobile traffic registration equipment for cyclists. The equipment shall be used for periodical traffic registrations of cyclists. It is important that the equipment can be operated and installed by 1 person. The traffic registration equipment shall register cyclists who are passing through and storing data thereof. E.g. registration of data of the individual cyclist's passing. The received data is submitted to the supplier's back system and submitted to the Norwegian Public Roads Administration's system through an API.

Økonomisk og finansiell stilling:
Tenderers must have sufficient financial capacity to fulfil the contract.
The Contracting Authority will obtain a credit rating from Experian.
Credit worthiness will be sufficient to meet the requirement.
If in doubt, the Contracting Authority an obtain further information from tenderers.
If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Tenderers shall have experience from relevant assignments.
Tenderers must submit the following documentation:
A list with a minimum of 3 (maximum 5) of the most important relevant assignments and services performed in the last 3 years, including information on the value, extent/scope, dates, a brief description of the assignment, and the name of the public or private recipient.

A tenderer who is newly established and cannot submit references, must be particularly careful to demonstrate that they have the prerequisites to carry out the assignment.
Newly established tenderers can document fulfilment of the requirement by referring to the experience of offered persons/resources that have developed their skills in the service of other providers.
In addition to the documentation that the tenderer has submitted, the contracting authority may emphasise its own documented experience with the tenderer.
