The Norwegian Defence Estates Agency has been given the task of constructing a new base for fighter jets in Norway. In short, this assignment involves:
‘A main base for fighter jets shall be established at Ørland and an advanced operation base at Evenes. The establishment of the fighter jet base includes updated and facilitated EBA for the weapon systems fighter jet, air protection and base defence.’ Forsvarsdepartementet [the Ministry of Defence] has given the Norwegian Defence Estates Agency the task of establishing the necessary facilities for the establishment of the F-35 fighter jet base at Ørland and an advanced operation base at Evenes.

Security guard premises.
Project 100330 security guard premises is a 2-storey building with an outside area. The contract will mainly consist of:
— building total approx. 1500-1800 m
— large parts of the construction from concrete cast on site,
— establishment of an area for storage and parking outside. The Norwegian Defence Estates Agency has chosen a builder managed general contract as the contract form. The contact will be regulated by the Norwegian Defence Estates Agency's contract terms based on NS 8405. In the contract there will be limits to a maximum of 2 links with sub-contractors under the main contractor.

The project will be carried out in a military area and it comes under significant security restrictions. Tenderers are to note that the complete tender documentation will only be available in the Norwegian Defence Estates Agency's premises at Ørland Air Station due to security restrictions. If a tenderer would like to have parts of the material in their own premises, the tenderer will be required to have supplier approval for handling security graded material. Workers from other counties than Norway can in principle be accepted, but the tenderer should be aware that such clearance processes, in our experience, can take a long time. See the qualification documentation for further details.

Due to the expected time for security clearance, the tenderer must expect that the personnel in charge of the estimating, also must be able to safeguard the project and carry out the assignments that are expected to be implemented in the initiation stage, including preparation of progress plans.
