The Norwegian Ministry of Defence, c/o the Norwegian Defence Estates Agency, as the 'Host Nation', invites tenderers to submit an application for participation in a contest without negotiations with a prequalification ('One-Step ICB Procedure') for the following services/project at Evenes Air Station:
New perimeter security mainly consists of a 6-7 metre wide line where the fence will be on the outside, masts for equipment assembly inside the fence and an inspection road on the inside of the levelled area. The fence height for the outer perimeter is 2,5 + 1,5 m, total 4 metres. The existing perimeter and/or inspection road will be kept for some parts of the area.
The contract will mainly involve the establishment of the perimeter with masts for surveillance, as well as a road suitable for vehicles on the inside of the perimeter.
— Approx. 9 km demolition and disposable of the existing fence, h= 2,5 m + 1 m
— Approx. 7,5 km new road that is suitable for vehicles, simple standard
— Approx. 10 km fence, h= 4 m
— Approx. 140 masts, h= 4-6 m
— Approx. 11 km cable ditch with conduits
— Approx. 14 km forest/thicket clearance over a width of 5 m on the outside of the new and existing perimeter
— Approx. 30 gates of varying types
— Option for a new inner perimeter, approx. 3 k fence, h= 2,5 m
The procurement will follow the NATO rules for International Competitive Bidding (ICB), as described in document AC/4-D/2261. The procurement is also announced in Doffin and TED, but the competition only applies for companies from the member countries in NATO.
Engineering design services are not included in the enquiry for this procurement. The Norwegian Defence Estates Agency has chosen the contract form of builder administered general contract. The contact will be regulated by The Norwegian Defence Estates Agency's contract terms based on NS 8405. A rough cost estimate for the project is NOK 140 million including VAT.
