Forsvarsbygg [the Norwegian Defence Estates Agency] is is well under way with establishing a base for the new fighter jets at Ørlandet. The Norwegian Defence Estates Agency will over time, have a need to procure access to good down to earth flats for personnel who are connected to the ordering system in the Norwegian Armed Forces and others in the defence sector with a need for housing. The Norwegian Defence Estates Agency is responsible for establishing 100 to 200 flats for the service personnel at Ørlandet. The first PPP (Public-private partnership) contract is already awarded. The contract includes the construction of flats at Brekstad gård vestre. This call for tenders involves Stage 2 of this project, with new establishment at the Meieri site in the central area of Brekstad. The annexes to the tender documentation contain further information on the assignment.
This contract includes as a minimum the establishment of 68 flats and the construction of subterranean parking places, divided into the following:
— minimum (65) 3-room flats, with a minimum area of 60 m primary rooms,
— minimum of 3 two-room flats, with a minimum area of 52 m primary rooms.

The Norwegian Defence Estates Agency hereby invites tenderers to submit applications for pre-qualification to the competition for the PPP project for housing (duration 20 years) for the defence employees at Ørland. The competition concerns a contract above the EEA threshold value stated in the Public Procurement Regulations in accordance with the rules in this Regulations' Sections I and II. The competition will be held as a negotiated procedure.
