The Contracting Authorities are Hordaland County (HFK) and Sogn- og Fjordane County (SFFK), which, from 1.1.2020, will merge to form Vestland County.

Egnethet til å utøve yrkesvirksomheten: The tenderer must be a legally established company.
Økonomisk og finansiell stilling:
Norwegian tenderers must have their tax and VAT payments in order.
Tenderers must have sufficient financial strength to fulfil the contract.
Teknisk og faglig kapasitet:
Tenderers must have a good reputation from equivalent assignments within the collection and handling of waste during the last 5 years.
Tenderers must have the sufficient implementation ability and capacity to deliver the required services.
Tenderers must provide good service and have the competence to function as an advisor for the Contracting Authority.
In order to ensure that environmental requirements given in the contract are complied with, tenderers must have sufficient environmental competence and procedures for quality assurance for the services included in the contract.

Hordaland County is sorry to inform that the tender contest is cancelled. Justification According to the Public Procurement Regulations (FOA) § 25-4, a Contracting Authority can cancel a contest with immediate effect if there is a ‘justifiable reason’ present. Furthermore, legal procurement practice has found that in some cases, the Contracting Authority has an obligation to cancel the competition. This concerns cases where the Contracting Authority has made an error in the contest that could affect participation in the contest and which can only be corrected by a cancellation. Short before the tender deadline the Contracting Authority was made aware of problems regarding the chosen pricing model for the tender. The received objections expressed that the statistics given by Hordaland County in the tender documentation does not give an adequate basis for the chosen pricing model. Detailed statistics that are suitable for solving the problem in the pricing model are not currently available. Hordaland County believes that the problems with the pricing have prevented tenderers from submitting tenders. The error is not possible to correct in any other way than via a cancellation, so the Contracting Authority sees that we have an obligation to cancel the competition. The Contracting Authority also expects a better and more objective tender contest by cancelling and we have reasons to believe that a new tender notice will give better assumptions for pricing and consequently a more favourable tender. The way forward The tender contest will be republished as soon as possible. Hordaland County shall revise the tender documentation based on the mentioned circumstances. Hordaland County apologises for the mistake and for the cancellation of the tender contest. We hope that tenderers submit tenders to the new contest and information on the new contest will be given when it is published.
