In this competition, tenderers are invited to submit tenders for 2 packages:
— package 1: the ferry routes Borgan — Ramstadlandet and Eidshaug — Gjerdinga,
— package 2: the fast boat route Namsos — Rørvik — Leka.
Tenderers can:
1) Submit a tender for only 1 of the packages,
2) Submit independent and separate tenders for each package,
3) Submit a combined tender for both of the packages. This requires that the tenderer also has submitted independent and separate tenders for each package (cf. B). If the same company has won packages 1 and 2, either as independent tenders (B), or as a combined tender (C), a joint contract will be signed for the packages.
The assignment will be regulated by the attached contract provisions, cf. the Procedure Rules, point 1.5.
The routes must be operated from 1.1.2020 to 31.12.2024. The contracting authority has a unilateral option to extend the contract for up to 2 years (1 + 1).
The extent of, and requirements for, the delivery are detailed in Part B of the contract.

Package 2: Namsos — Rørvik — Leka.

The fast boat route calls at Namsos, Jøa, Abelvær, Rørvik, Eidshaug, Fjølvika, Skei and Gutvik. The route also calls at Gjæslingan in the period 9.5–31.8. The current route calls at Nordøyan in the period 7.7–11.8, but the route is a commercial route and is not part of this tender.

The routes must be operated from 1.2.2020 to 31.1.2024. The contracting authority has a unilateral option to extend the contract for up to 2 years (1 + 1), (cf. the Contract Part A “General Contract Terms”, point 3).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers must have their tax, payroll tax and VAT payments in order. Documentation by: a tax certificate, not older than 3 months from the tender deadline. Any arrears or other irregularities must be justified. Foreign tenderers must submit certificates issued by competent authorities, confirming that the tenderer has met their obligations in regard to the payment of taxes and duties in accordance with the legal provisions in the country where the tenderer is established. The certificate(s) shall not be older than 6 months, calculated from the tender deadline.

The tenderers shall be a legally established company: documented by: company registration certificate. The certificate must not be older than 3 months, calculated from the tender deadline. Foreign companies: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

The tenderer's company must have sufficient economic and financial capacity to carry out the assignment. In this context, sufficient solidity will also be required. Documentation: the tenderer must have confirmation from a bank or credit institution in Norway that there will be a guarantee, in accordance with Part A, General Contract Terms point 17.

Tenderers must submit Annual Financial Statements for the last 2 years with notes and the board's Annual Report, as well as the auditor's report (2016 and 2017).

As documentation, the Contracting Authority will obtain a credit rating from Experian.

Teknisk og faglig kapasitet:

The portion of the contract to be performed by sub-contractors.

If using sub-contractors to fulfil the contract, the tenderer must document how much and which parts of the contract will be set aside for subcontractors. Documentation: when using any sub-contractors to fulfil the contract (and not to meet the qualification requirements), a description of the proportion of the contract and, if any, which parts of the contract the tenderer intends to use subcontractors for.

Technical and professional qualifications:

The tenderer must comply with the terms regarding permission to conduct scheduled passenger transport services, cf. Act relating to professional transport by motor vehicles and vessels, dated 21.6.2002, No. 45, with accompanying regulations. Documented by:

— the documentation required when applying for permits, cf. the Professional Transport Regulation of 26.3.2003 No. 401,

— police certificate from the general manager, not older than 3 months from the tender deadline,

— certificate from the Bankruptcy Register, not older than 3 months,

— tax certificate, not older than 3 months calculated from the tender deadline expiry, see point 4.1,

— company registration certificate, not older than 3 months calculated from the tender deadline expiry, see the Procedure Rules point 4.2.

Tenderers must have a satisfactory quality assurance system that is implemented and in operation. Documented by: a description of the company's quality assurance system and date of implementation, cf. the Procedure Rules Annex 7. Enclose copies of any certificates issued by a public quality control institution.

For Package 1 the tenderer must have experience from equivalent assignments with ferries. For Package 2 the tenderer must have experience from equivalent assignments with express boats. If the tenderer delivers a combined offer, the tenderer must have experience from 1-2 equivalent assignments with ferries, and 1–2 equivalent assignments with express boats. Documented by: an overview of 1–2 relevant assignments during the last 5 years, see the Procedure Rules Annex 5. A brief description of the delivery and an account of why this is considered an assignment corresponding to the present, as well as other information in accordance with the Procedure Rules Appendix 5.
