The Agency for Waste Management (REN) needs deliveries of diesel to its plants in the Oslo area. The Agency for Waste Management's machinery includes wheeled loaders, excavators, garden waste grinding mills, etc. The diesel shall be delivered to the Agency for Waste Management's diesel tanks inside Oslo municipality's borders, located near a “passable” road. The consumption of diesel to construction machines was in 2018 approx. 240 000 litres.
The Agency for Waste Management's current contract for duty-free (coloured) diesel is now expiring and must be renewed. The new Framework Agreement includes a transition from fossil duty-free diesel to bio-diesel (HVO100). The transition to bio-diesel is in accordance with Oslo municipality's general environmental policy, which in long-term shall establish Oslo as a city free of fossil fuelled vehicles and machines.

— a statement of the tenderer's average workforce and the number of employees in the administration in the last 3 years,
— tenderers can document that the requirement is fulfilled by presenting a copy of relevant environment certificates/environmental standards, such as ISO 14001, ISO 9001, EMAS, Miljøfyrtårn, or equivalent, or by the tenderer attaching a description of the company's own system and routines.
