The tender also includes an opportunity to a later upgrade to a complete platform for autonomous driving (AD) when further funding is secured. I.e an upgrade with advanced high-quality sensors that enable the full functionality offered by one of the AD frameworks. Either Apollo, Autoware or based on Nvidia Drive.

For further requirements, please see the contracting authority's requirement specification in Annex 1.

At present, budget funds of 2 000 000 NOK have been allocated, but the ambition is to secure additional funding for a complete AV platform. The specified budget size must be taken into account in the tender and tenderers who exceed the budget limit may be rejected.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must have the following registrations and authorisations in order to fulfil the suitability requirement:

Requirement: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

— Norwegian companies: company registration certificate,

— foreign companies: verification that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Requirement: tenderers must have good credit worthiness without a requirement for security.

Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Teknisk og faglig kapasitet:

Tenderers must have relevant personnel resources and technical resources and have the required experience for the contract to be carried out.

Documentation:

Describe 1-3 relevant projects from recent years.

The description must contain a specification of the contract value, date and name including contact information of a reference at the recipient, as well a description that makes it possible for the contracting authority to assess the tenderer's skills, efficiency, experience and reliability as regards installation and assembly work.

It is the tenderer's responsibility to document relevance through the description. Tenderers can demonstrate fulfilment by referring to the skills of the personnel available for this assignment, even if the experience was gained whilst performing services for another supplier.

Both tenders did contained not insignificant deviations or ambiguities in relation to the information given in the tender documentation and they are therefore considered as unacceptable, cf. § 24-8 (2), letter a) in the Public Procurement Regulations — 2016-08-12-974. On this basis, NTNU is cancelling the current open tender competition.
