The Ministry of Finance wishes to enter into a contract for assistance for following-up the Norwegian Tax Administration's general IT portfolio and the always ongoing special earmarked IT projects (i.a SIRIUS — new tax return and MEMO — modernisation of the VAT system). The estimated contract value for the period 2019-2021 is 1 300 000 NOK. The Contracting Authority has the exclusive option for extending the contract for a further 2 years, 1 year at a time.

Egnethet til å utøve yrkesvirksomheten:
Requirements: the tenderer shall be a legally established company.
Documentation:
— Norwegian tenderers: company registration certificate,
— foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: paid taxes and duties.
Documentation:
Documentation: a certificate, not older than 6 months, which verifies that the tenderer has fulfilled his taxes, social security contributions and VAT payment obligations.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate
A credit rating with key figures from a recognised credit assessment company, or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Requirement: tenderers must have sufficient ability and experience to carry out the delivery.
Documentation:
A description of the tenderer's 3 most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution and the name of the recipient. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
