The contract is for the procurement of global and regional analyses and high quality data on the oil and gas market, and trends in this industry. The tenderers' services must be available via an internet based portal or similar, and they must be existing products that several customers currently subscribe to. The tenderer will also be expected, upon request from the contracting authority, to hold presentations and seminars on special topics connected to the global oil and gas markets and upstream industry trends. The contracting authority will also have an option for consultancy services that are to be provided by the Tenderer connected to each sub-contract, which will be compensated separately. Such consultancy services can involve a thorough analysis of topics that are of interest for the contracting authority within the sub-contracts' topics.

The tenderer who is awarded 1 or several of the sub-contracts, must, upon request from the contracting authority, present a certificate that confirms that the tenderer has fulfilled his tax, social security and VAT obligations (tax certificate). The certificate must not be more than 6 months old. This requirement only applies to Norwegian tenderers.

Teknisk og faglig kapasitet:

Requirement: Tenderers must have relevant experience with the following, depending on which sub-contract the tender is for:

— Analyses and research on the global oil markets,

— Analyses and research on the gas and LNG (Liquified Natural Gas) markets,

— Analyses and research on NGL (Natural Gas Liquids) markets,

— Analyses and research on global oil and gas upstream industry trends, costs, technology and expenses.

Documentation: Tenderers must give a description of equivalent services in the last 3 years, with references, and, if possible, the value of the delivery. This can include a specification of services connected to the establishment, operation and development of complete or partial services related to similar topics.

Criteria: Tenderers must have the required competence to deliver the requested services.

Documentation: An overview is to be presented of the educational and professional qualifications for personnel with relevant knowledge and experience for the procurement. Relevant knowledge and experience means experience from services of an equivalent nature, complexity or extent as that requested in this tender documentation, cf. the assignment description in Annex 1 of each sub-contract.
